Why didn't the police even flinch?

Why didn't the "restraining" officer at Oscar's head "draw" his weapon?

Is it "normal" police procedure to "act" "unalarmed" when they hear gunfire?

Were any "witnesses" questioned?

Will the Police Department call this self-defense and say that Oscar Grant would/was shot because he was assaulting an "officer"?
