I dont know all the details, still though locking hundreds, thousands, millions of people up dosen't seem a permanent solution. What will they do after that and I think it will only enrage others even more if these things happen.
And I also think people will be people and everyone won't follow orders. It just seems a primitive idea to lock people up, and it has been done before.
