Although the United States Government portrays itself as the leading ethical and moral authority of the world and professes equal rights for all American citizens, its oldest and most important objective has always been an unyielding commitment towards the preservation of its White dominance and control. This objective has always directly correlated with the necessity to suppress the advancement and growth of its Black population. If the U.S. government treated its Black population in a manner which did not promote maintaining White dominance and control, it would be diametrically opposed to itself. Therefore, it secretly uses every conceivable means and opportunity to suppress its Black population; even those that contradict its own stated ethical values.
As a means of continuing White dominance and control, the United States government secretly implemented its largest ever covert operation against its Black population through its educational, judicial, and prison systems, but most detrimentally through a covert national campaign of psychological warfare. Psychological warfare is a modern sophisticated system based upon deceit, perpetuated through false statistics, mis-education, and negative propaganda, media reports that assault the Black psyche, which corrupts many African Americans’ sense of unity, self love and reason. Consequently, there is a culture of confusion, division, failure and disparity that afflicts contemporary Black America. Because this book exposes the hidden, conspiratorial, and profound dimensions of racism that secretly still exists at governmental levels in the United States , these are therefore very dangerous areas that the author is exploring. For if this book were to become a bestseller among African Americans, the U.S. Government would most certainly dispute it and initiate a national campaign of spin control and coverage through the national media and the Internet with experts lined up to dismiss its premises as a means of protecting its national interest. The reason of why is because this book offers the truth for those who will listen for it. Put otherwise, a reality of truth that must prevail if we Black people are to be a part of the future. We can no longer survive as a race hanging on to lies. The many problems now facing Black America will not be corrected by implementing outdated strategies of foot marches, speeches, or the commemoration of fallen Black martyrs. Similarly, preaching from religious texts, be they Christian or Muslim, is less effective than initiating the next and more profound stage of the battle for civil and human rights; thus exposing the fiercest and most lethal system of institutionalized racism now facing Black America.
Today, the most deadly system of racism adversely affecting Black America is neither police brutality, racial profiling, nor is it the Ku Klux Klan. It is instead, an elaborate, modern, and massive system of covert White racism. It is so subtle, pervasive, well-organized, complete, and proficient that it may be the single most aggravating factor behind the persistent national disparities and culture of failure now afflicting Black America; yet most African Americans are totally unaware of its existence.
Since the beginning of recorded history, ruling governmental bodies of nearly every nation have involved themselves in implementing methods to maintain and defend their positions of established power against its minority group. The American Government is in no way an exception to this rule. It has used methods designed to ensure White dominance since the time Africans were first enslaved in America . During slavery, Blacks were not allowed to be educated, speak among themselves in their native languages, or to congregate in large groups except during their religious services which their masters often oversaw. Even after the abolishment of slavery, Jim Crow inequities continued White dominance through denying Blacks the right to vote and the brutal lynching of thousands of African Americans. Accompanying the judgment of its blatant White power maneuvers as morally unacceptable was the necessity for America ’s White governmental elites to secretly create and apply a more subtle, sophisticated, and socially acceptable system to ensure White dominance. Unlike the blatantly overt system of racism used before that resulted in African American unifying themselves against it, this modern system of racism is not easily comprehended by Blacks. It is so well disguised that many of its Black victims are oblivious to it. Most African Americans may instinctively feel endangered, but the latent toxicity of this system nullifies the ability to detect and conceptualize it sufficiently so that they can defend themselves. It is so sophisticated that even very bright African Americans have little, if any hope of extricating themselves from its psychological effects. Essentially, most Blacks cannot believe that they are being attacked or subdued through White racism because it seems that harm visited upon the Black community is now totally self-inflicted. Most African Americans are totally unaware of this method of analyzing White racism; therefore many will find it overwhelming and too shocking to contemplate. Nevertheless, it is directly intertwined with the extensive challenges negatively impacting Black America today.
Although this literature references African Americans, much of what is discussed is applicable to African people throughout the world.


CHAPTER ONE: THE BLACK MATRIX © 2006 by Franklin G. Jones
This literary work represents a difficult journey that exposes the conspiratorial dimension of racism that secretly exists at governmental levels in the United States . It examines the true and real world of which most Black people have been skillfully entertained, socialized, mis-educated, and manipulated -through a white governmentally controlled media- from realizing. It exposes the fundamental core
character of the true existing relationship shared between the United States Government and its Black population in a different and troubling light. It will demonstrate within a constructive manner rather than an accusatory one that since the methods of maintaining white dominance and control [over its Black population] used in the past are no longer morally and socially acceptable that the U.S. government's white societal elites secretly modified their methods of meeting this objective into a form more socially acceptable with contemporary times.
As a means of maintaining its white dominance and control, the U.S. government now uses a modern covert system of white racism that uses false disinformation disseminated through the national media that is deliberately designed to confuse, and divide its Black population and to create a consensual environment of where in which Blacks are more easily exploited and ultimately suppressed. This revamped system of covert white racism is so proficient that it directly contributes to the myriad problems now adversely affecting Black America. However, because of its immense degree of sophistication, that hides and prevails behind the psychology of deceit, realizing this monumental disclosure will be quite difficult and very uncomfortable for many African Americans. Since most Blacks have never heard of this method of asserting White racism, therefore many will find it too shocking and stunning to contemplate. In order to recognize it requires that African Americans reexamine some of their most basic beliefs and prior assumptions. African Americans must also overcome a psychologically ingrained “White is right” preferentiality that has been thoroughly indoctrinated upon the Black psyche. Nevertheless, the benefit of reading this literature will be a change from feelings of hopelessness and despair to an awareness of the most urgent issue of our time.
In spite of increased social mobility and an apparent lessening of racial discrimination, present-day America remains largely divided along Black and White racial lines. It is a separate and unequal society – one thriving and intact (White) and the other severely disenfranchised, struggling, and, far too often, Black. Multigenerational poverty in America remains largely a Black problem. In fact, today’s generation of African Americans are seemingly more plagued with disparities, and in many ways far worse off, than past generations. Widespread division and internalized racism among 21st-century Black Americans compared to the unprecedented degree of racial pride and unity so prevalent among African Americans during the 1960's supports this notion. Consider that the Black suicide rate has never been higher than it is now. The suicide rate among African American males between the ages of 15 and 19 has risen an astronomical 145% percent. That is eight times higher than the rate of their White counterparts, and it is the highest it's ever been since figures have been kept on Blacks. Statistically, Black America appears to now be literally committing self-genocide. The problem is so alarming that the former Surgeon General, David Satcher, describes it as "a crisis of epidemic proportions.” As previously mentioned, disunity among African Americans appears higher now than at any other time in American history. The Black-on-Black homicide rate is also greater than ever before. One study reveals that more Blacks have been killed by Blacks in the last twenty-five years than the entire number of American soldiers killed during the Vietnam War. This division is also evident in the collapse of the Black nuclear family. According to an estimate, forty years ago, less than thirty percent of African Americans homes were headed by a single parent. Today, that number has tragically risen above eighty percent—often creating many emotionally wounded Black children living with single parents.


Additionally, the psyches of many African American youth are comparatively more fragile than their parents before them. And never before have so many Black male youth so openly admired the criminal behaviors of thugery and pimping. And never more before have more of our young Black girls so routinely denigrated their gender. The African-American high school drop-out rate is also beyond that of previous generations. It is presently above fifty-one percent. Generally, internalized racism in the Black community is more problematic now than at any other time in history. Never before have African Americans most favorably referred to themselves as “niggers” than they do now; never more than now, upon attaining wealth and success, have a greater number of Blacks deliberately rejected all potential Black spouses, preferring to marry only White spouses. And never more than now have even the poorest of Blacks spent a greater percentage of their yearly earnings on Europeanizing cosmetic surgeries, bleaching skin creams, chemical hair softeners, and hair weaves. Internalized racism is at an all-time high for Blacks in America . Considering these disturbing tendencies coupled with White America’s atrocious treatment of Blacks, how can the majority of African-Americans function as amnesiacs – forgetting this barbarity and simultaneously developing profound admiration for Whiteness and contempt for their Blackness? The equally troubling question is not only how we (Blacks) have become self-hating, living contradictions of our former selves, but also how the White race, with its unparalleled racism, subjugation of all other races, as well as unjustifiable wars and crimes against humanity is now perceived as the most ethical and moral racial group. What explains the present favorable perception of whites that contradicts historical facts? Clearly there is something terribly wrong here, but what?
THE WHITE RESPONSE
When presented with the question of why, given that by all apparent measures racism in the United States has significantly declined, is today’s generation of African Americans so plagued by persistent disparities the common white response has been to take the position that the core problem lies totally with Blacks themselves.

While ignoring all facts that conflict with their own racist conceptions and accepting no ownership or blame for the persistent noted disparities among its Black population that still exist in the face of opportunities that are now available America’s White social critics have most often responded with a self congratulatory tone stating that with racism no longer a significant problem in America, clearly the problem then stems from an innate racial difference of intelligence or negative pathologies embedded within the Black culture itself. But are these premises correct -- that the problem actually stems from something about Black people themselves? Although tragically many Blacks themselves have come to accept them, the emerging evidence does not support the White racist view that the persistent disparities among African American are the result of any purportedly unequal, innate human capacities of the Black race. Such assertions are racist and totally inaccurate because the problems are contemporary ones that appeared only after integration and the abolishment of Jim Crow legalized racism and are not consistent with the history of African Americans.
THIS PROBLEM IS A MODERN PHENOMENON

The White premise that there exists an innate proclivity for divisiveness among African Americans is totally inaccurate because this problem is a modern phenomenon that is inconsistent with the history of African Americans. While perhaps difficult to believe today, Black unity (Umoja) was historically, the cornerstone of the African American community and a crucial factor in their survival for more than four-hundred years of White racial oppression. It is credited for the success of the Underground Railroad system that secretly led to the escape of hundreds of African slaves to the North. Black unity and cohesion also contributed to the survival of millions of African Americans not only during slavery, but also during the aftermath of brutal Jim-Crow era lynching and through the financially crippling years of the United States ’ great depression era. Black unity was the most significant factor in the success of the 1960's civil right movement. The remarkable degree of unity among African Americans then was made evident by the brilliant organization and mobilizations of mass bus boycotts, marches, freedom riders, and sit ins that were peacefully conducted through the unified protest of civil disobedience. These methods of civil disobedience gave the world images of African Americans being violently attacked by Whites and not violently responding to them in return. These images touched the hearts and consciences of others, gaining national and global support eventually leading to America ’s abandonment of blatant and legalized forms of Jim Crow racism. The degree of unity and organization demonstrated among African Americans then was extraordinary and arguably remains unrivaled by any other group in the history of America . Regarding the prevalence of Black self-hatred commonly displayed today, clearly this is a modern problem as opposed to Black ethnic pride which was more pronounced in the 1960's. Then the favorable fashion was the dashiki and the preferred hair styles were Afros and corn rows; the popular themes were "Black is Beautiful” and being "Black and Proud.” Obviously, these observations when taken together substantiate the profound loss of racial pride and self-hatred evident in today’s Black America as a modern phenomenon.
The position that academic failures and drastic loss of scholastic motivation in Black students results from inherent intellectual inadequacies is patently inaccurate. This modern-day problem is linked to integration. Prior to the 1954 Supreme Court decision in Brown vs. the Board of Education, and despite being relegated by Jim Crow policies to racial oppression, inequalities, indignities, and attending poorly funded schools, Black illiteracy that was 30% in 1919, had dropped to less than 7% by 1955. It had not only almost disappeared in the South, but in some areas, it was less than White illiteracy was in New York . In 1950, Black colleges had 71,000 students, and 553 African Americans had a Doctorate Degree. The intellectual growth of African Americans was extraordinary. African American contributions to advancement in the fields of science, agriculture, medicine as well as domestic inventions during and following reconstruction were remarkably astounding. This was made evident by the overabundance of patent applications submitted by African American inventors to the U.S. Patent office. This is especially impressive and a miraculous feat considering these applications came under such racially oppressive conditions and so shortly after slavery. The current lack of educational aspiration and motivation among a significant number of African American students today is a modern occurrence inconsistent with the past history and behavior of African American.
So, what then has happened to the unrivaled racial pride, unity and cohesion, and ambitious perseverance that were once so undeniably a part of Black American identity? Several renown African American psychologists ( Dr. Akbar, Hilliard, Nobles, etc...) have suggest that the problem stems from a historic mentally and racially brutal mortifying slave indoctrination process that were indoctrinated upon the minds of our slave ancestors. A process referred to by the original slave owners as “seasoning” and then later explained within the Willie Lynch letters narratives of where in which the African slaves were actually conditioned to hate themselves and doubt their intellectual abilities. The belief is that those profound feelings remain embedded within the Black psyche and are being subconsciously regenerated down generational lines. However, while there clearly are many behaviors that now exist among African Americans that can be directly traced back to slavery, these noted problems are now worse today than forty years ago. Therefore, the historical, mortifying indoctrination process used on our slave ancestors cannot be fully blamed for the problem. There has to be another cause for the gradual worsening of this problem within the last half century. Provided that racism is supposedly less significant in the United States , why have the disparities and internalized turmoil of today’s African Americans surpassed previous generations?
How have unity, racial pride, and educational aspiration, once hallmarks of Black identity so dramatically declined? How did we African Americans become living contradictions of our former selves? Do we continue to accept the easy and convenient answer that they all merely disintegrated when integration and other subsequent opportunities became available?
Moreover, can the core problem be somehow still connected to White racism? In his last public and arguably most famous speech entitled “The Mountain Top” Dr. Martin Luther King Jr., said (paraphrased here) that although he may not make it to the promised land [of equality for all Americans] that we as a nation nevertheless will get to the promised land. Many Americans today believe that Dr. King’s dream has been for the most part, fully realized in America and that therefore consequently, Blacks failure to achieve is now perceived as totally the fault of Blacks alone. But has Dr. King’s dream been fully realized in America , or are we all the victims of an elaborate illusion that equality now exists for all Americans? The many noted negative disparities concerning African Americans that now inundates us through the national media are no accident, but is instead a carefully crafted strategic designed -that utilizes the psychological directive that “perception becomes reality”--and white racism is still at its core. Today the illusion of opportunity and change has been so firmly established upon the national consciousness that to suggest that the current problems among Black America are now the results of White racism has become almost laughable.
Presently, it is conceivable that if anyone were to now blame the many disparities among Black America on White racism that they would be immediately accused of playing the inevitable race card. There might also be charges of peddling victim hood in order to enjoy the moral advantage that victim-hood lends to emphasize this position, toward absolving Blacks from all responsibility. Certainly, there are some Blacks who have wrongly peddled victim-hood and blame of Whites; however, today this scenario of the Black victim-hood peddler is deliberately over stated and perpetuated in America . The effect is utter disdain for these Black accusers – even from fellow Blacks. This is deliberately done to prevent Blacks from realizing that there is actually a modern, deliberate system of racism implemented by America ’s White governmental elites with the underlying objective of maintaining White dominance.
Based upon the effects of White dominance in America , it has become conventional wisdom that race is insignificant in American society and naturally, that racism is no longer a factor in the unhealthy state of Black America. However to find the true answers to the persistent despairing problems among America’s Black communities Blacks must not be deterred , but instead be willing to persevere beyond White indifference, ridicule, disapproval, and/or accusations of victim-hood peddling for they are now deliberately employed as tools of deterrence to keep Black America from discovering the truth.
The truth is the United States government’s practices of economically exploiting and suppressing its Black population were never actually abandoned, but instead reincarnated in a far more sophisticated form. Furthermore, the source of the intensification of internalized racism, loss of motivation, school failure, profound disunity, and present confused outlook so prevalent in today’s Black America, is directly attributable to this modern, deliberate system of covert White racism.

Although today most African Americans do not experience racism the way their parents experienced it, they do, however, still experience White racism. White racism in the U.S. persists as a current and devastating problem that now prevails with sophistication and is employed more covertly and more proficiently than ever before. The decline of the blatant, overt racism used in the United States to suppress African Americans through the 1960's coincided with the introduction of a well-camouflaged, more intensified, sophisticated, and covert method of White racism better suited for the times. The reincarnation of methods of suppressing sub-groups is not at all uncommon. In examining the records of history, we often find that, among those mighty empires which were ruthless, greedy, and racist, those behaviors did not decay quickly even after the fall of empire. These patterns of racism were often reincarnated into forms more acceptable to the changing times. As seen within the abolitionist struggles and Civil rights struggle white America has a tradition of resistant against the advancement of its Black population. This tradition of resistant has always correlated with the necessity to reinvent newer forms of institutionalized racism. Such practices of reinventing newer forms of institutionalized racism was already seen in the United States when, after the abolishment of slavery, the evil of racism was actualized through Jim Crow inequalities maintained by regional authorities and condoned by the U.S. Government. This atrocious American pattern of reinventing newer methods of suppressing and exploiting its Black population to maintain its White dominance secretly continues in the 21st century. Unlike the blatant brutal method of white racist systems used in the past in the United States , today’s methods are very sophisticated and unlike anything ever before faced by African Americans. White America’s methods of institutionalized racism has been secretly modified into a more contemporary and stealthy design that provides a more socially acceptable means to control the growth and advancement of its black population.

This updated newer method is so comprehensive and detrimental that it is intricately intertwined with the demoralizing conditions generally characteristic of America ’s Black communities, including delinquency, school failure, crime, profound self hatred and disunity, along with the national collapse of the Black nuclear family.

White America's methods of institutionalized racism has been secretly modified into a more contemporary, stealthy design that provides a more socially acceptable means to control the growth and advancement of its African American population. The approach is so well fortified and complete until Blacks themselves are labeled “racist” by other Blacks for merely calling attention to it. Through this refined version of white racism, Black people in America , as in perhaps the entire world, remain the most racially devalued, economically exploited, and suppressed group anywhere. While the actual governmental title of this covert operation remains unknown, I refer to this remodeled system of white racism appropriately as “the Black Matrix.” It is directly related to the crippling conditions afflicting Black America.
This subtle system of white racism is so enthralling that it misleads Blacks to believe that they are, themselves, their own worst enemies, therefore engendering an internalized aberration of self contempt that pulverizes Black unity and halts Black upward mobility. It is also so fundamentally detrimental to the Black human condition and psyche that it may even affect the extent to which many African Americans realize their full human potential. Additionally, this system of racism is so powerful and comprehensive that many African Americans will disregard this disclosure of its existence as mere nonsense and preposterously inconceivable. In fact, this form of racism is so proficient at damaging Black self-perception that tragically it has become easier for many Blacks to accept that the problems lies with themselves rather than a modernized institutionalized racism promoted by the government.
Many African Americans, in defending the U.S. Government, will adamantly question why the U.S. government would find it necessary to enact such a racist scheme. This is because the images of America firmly implanted in the minds of Blacks are those of the U.S. government sending troops to Little Rock, Arkansas to safely escort Black students to school or that of the Northern Union soldiers fighting and dying against the Confederate army to free the slaves, and of the many social programs that the federal Government has created for the benefit of African Americans. However, while these undertakings by the U.S. government individually and collectively deserve our appreciation, they do not accurately convey the true nature of the existing relationship between the U.S. Government and the Black population. These favorable recollections of deliberately presented events reflects only what the U.S. Government wants its African American population to remember and are not historically accurate at reflecting the true past or present underlying relationship shared between the two. Furthermore they persuade African Americans to forget that the federal government was most often the culprit of their past oppressive conditions.
From slavery to the present, African Americans have endured an immeasurable amount of suffering and mistreatment by the U.S. government because of their race. However, so many have forgotten or repressed so much of these painful accounts of maltreatments and have instead come to accept the favorable, but false revamping of historical facts that negates the true brutality of the Black holocaust and portrays the ruling whites elites in a more humanly inaccurate light through out history. This reinterpretation of facts engender among many Blacks, a sort of psychologically induced coma regarding their true black history. The lack of an effective educational system and media reporting accurate historical as well as current information about the U.S. Government’s impact on Black America means most Blacks know little about the government’s role in their lives. To get at the truth behind the baffling phenomenon of disparities plaguing America ’s Black communities, it is necessary to first learn the actual disposition of American society as it relates to African Americans. A recapitulation of the suppressed, forgotten, and repressed offenses by the U.S. Government against its Black population is imperative to construct a more precise picture of the underlying relationship between it and African Americans. Thoroughly reexamining the accumulation of past, racist actions committed by the U.S. government against the advancement and interests African Americans should serve this end. According to Sigmund Freud, recognition of repressed material is very valuable because it deprives the negative material of its persistent strength.
There is perhaps no better place to begin this review than with an examination of the American presidents. Although equal treatment policies and civil rights legislation were approved by some presidents, historical accounts of public and private commentary indicates they held a strongly contemptuous view of Blacks. For example, President Abraham Lincoln, revered by White historians as the great White emancipator of the African slaves, in 1857 urged legislators to appropriate money for colonization in order to remove free Blacks from the United States to prevent miscegenation (mixing of the races). He believed and openly stated that Blacks and Whites were too different to live together. He was assassinated before he could carry out his plan. Additionally, although now portrayed as a romantic figure because of his affairs with African female slaves, President Thomas Jefferson stated “the Negroes are equal to Whites only in the point of memory, but much inferior in general reasoning ability, and lack in imagination and their grief’s are transient.”
Though President Truman issued executive orders that ended segregation in the military, his reference to Blacks as "pigs" and “niggers” continued long thereafter (Hunt, 1987, p.163) suggesting that he had not abandoned his racist perceptions about African Americans. Similarly, President Lyndon B. Johnson who engineered much of the 1960's Civil Rights legislation, did not, according to biographer C. Dale (1991, pp. 519-520), expunge the word “nigger” from his vocabulary even after becoming president. In fact, he has also been quoted as having referred to Dr. Martin Luther King Jr. as “that nigger preacher.” Furthermore, according to historians Blanche, Wiesen, and Cook (1981, p.173), President Dwight Eisenhower sympathized with southern anxieties about the court's decision in Brown vs. Board of education. As evidenced by these comments, political expediency, and not concern for Blacks was the impetus for improvement in civil rights legislation and policy, which in turn, was designed to quell possible racial conflict in American society. Benjamin Franklin, one of America 's most beloved and respected founding fathers, stated that he regretted that the number of "purely White race" people in the world was proportionately very small. He feared that the inferior race, particularly Blacks, threatened White existence. A statement perhaps best reflecting the collective attitudes and ideologies of America 's founding White elites was one written by a popular Michigan editor who in 1862 wrote that "this government was made for the benefit of the White race and not the Negro." He further wrote that, "the Negroes were and always had been a distinct group in the U.S. in that the majority of them were held in a system of bondage, while those fortunate enough to escape such fate lived as un-welcomed guests in a White society.” Many influential and successful African Americans -- they that have become complacent and blinded by their own individual successes -- will defend the position that these sentiments are merely outdated words of a forgotten American segment whose ideology has long since been overcome as a nation; however, this text will unequivocally demonstrate that while this type of rhetoric of racism is no longer commonplace, its ideology and practices are very much still a part of the fiber of the U.S. Government today. As stated in the introduction- although the United States Government portrays itself as the leading ethical and moral authority of the world and professes equal rights for all American citizens, its oldest and most important objective has always been an unyielding commitment towards the preservation of its White dominance. That objective has always directly correlated with the necessity to suppress the advancement and growth of its Black population. Black advancement would in effect erode White dominance; thus, the federal government must conceal its multifaceted system of Black oppression in contradiction to its own stated ethical values.
White America’s tradition of resistant against the advancement of African Americans has been evident throughout the abolitionist struggles and Civil rights struggles. As witnessed at the end of the Civil War when President Lincoln, after having praised Black, Union Army soldiers for assisting in the North’s victory, he then dismissed the Union Army from the South, leaving the extremely vulnerable, newly freed slaves to fend for themselves against bitter, former slave masters. This abandonment facilitated Jim Crow legalized segregation laws in the South that continued the denigration and suppression of African Americans. This also created an environment that promoted and sanctioned the terrifying lynching, beating and mutilation of thousands of African Americans. Over 5,000 lynching incidents (including northern states) were documented between Reconstruction and the late 1960s. Black loyalty, indicated by participation in the Civil War, two world wars, the Korean and Vietnam wars was apparently insufficient to warrant federal government protection against the extreme atrocities suffered by southern Blacks. In spite of the repeatedly lurid publicized episodes of murder, humiliation, and the Civil Rights demonstrations in the South, America’s federal government allowed brutal injustices and racist policies implemented to thwart the advancement of African Americans. The attention of the U.S. federal government did not focus on the civil rights abuse of Blacks, but instead condoned these atrocities for more than one hundred years. The federal government did not intervene until the 1960's Civil Rights Movement's protest through civil disobedience strategies brought global attention to the suffering of African Americans; and even then it was only after White supporters were killed that the U.S. government actually acknowledged the condition of the southern Blacks and acted.
The U.S. government not only sanctioned brutal injustices and racist policies implemented against the advancement of African Americans in the South but also, legalized racist policies nationally against the advancement of African Americans. In 1896, the United States Supreme Court ruled on Plessey vs. Ferguson , a law suit challenging the legality of Whites-only train cars in New Orleans and that the provision of separate but equal facilities for Blacks was not a violation of the fourteenth amendment. This decision allowed states to segregate not only transportation, but also parks, swimming pools, beaches, food services, theatre, health facilities and schools, virtually every area of public life for the next half a century until the 1954 ruling of Brown vs. the Board of education.
The American Government, while upon the surface professing equality for all of her citizens, in fact uses every conceivable means to seal or maintain its White dominance and advantage -- especially with regards to its African American population. No place is this fact made more evident than when examining the United States Government’s long history of executing suppressive tactics against African American civil right leaders and their organizations for merely pursuing the full measures and rights of citizenship for all African Americans. In a true democracy, the citizens have a right, if not a duty to speak out when the government is wrong in action or policy. However, as seen throughout America 's history, regardless of which position peacefully taken by African Americans in their plight of obtaining even the basics of equality of citizenship, the American government has always deemed it a threat to its national interest. For example, Dr. Martin Luther King’s quest for equality for African Americans was deemed a threat to national interest by the FBI Director, J. Edgar Hoover. In addition, with support of the United States Attorney General Bobby Kennedy, and the acknowledgement of his brother President John F. Kennedy, Mr. Hoover ordered the wire-tapping and surveillance of Dr. King and denied him many numbers of foundation grants and public speaking engagements. Furthermore, the Government, in an effort to influence control of Dr. King, threatened to discredit him by making public the information obtained by their surveillances. Dr. King, nevertheless, maintained his position and momentum and was subsequently murdered shortly thereafter. Ironically, the United States Government also carried out similar strategies against Malcolm X, for seeking, contrary to Dr. King’s strategy, to segregate from Whites. There were similar deterrent strategies employed by the U.S. government against Marcus Garvey for advocating a return to Africa . These actions where neither isolated nor uncommon because the U.S. government also executed similar strategies against Stokely Carmichael, Eldridge Cleaver, Elijah Muhammad and a host of other Black leaders. Most of these targeted Blacks were never suspected of committing any crime but were merely involved in improving the lives of African Americans. Interestingly, regardless of which position peacefully taken as law-biding advocates for change by African Americans, they were always deemed as a threat to America ’s national interest by the government. In fact, the U.S. government did not limit its activities to just wire-tapping and surveillances, but also instituted direct campaigns of harassment to dismantle and demobilize many promising projects intended to improve the lives of African Americans. Nor did the U.S. Government limit its target to only the famous and more influential African American leaders, but also focused on many minor civil rights leaders at the grass root levels.
One such example was when civil rights worker Donald Jackson abandoned a promising project in Jackson, Mississippi, because of covert government operations of influence, wherein forged correspondence was used toward this goal. Mr. Jackson had foundation grants to form Black economic cooperatives and open a Black and Proud school for dropouts. He was also a student organizer at the nearby Tougaloo College. In the winter of 1969, after an extended campaign of FBI and police harassment, Mr. Jackson received a letter, purportedly from the Tougaloo College Defense Committee which directed that he cease his political activities immediately and that if he did not heed their diplomatic and well-thought-out warning, the committee would consider taking measures "which would have a more direct effect and which would not be as cordial as this note.” Mr. Jackson and his wife left. Only years later did they learn it was not the Tougaloo students, but the FBI covert operators who had driven them out.
The U.S. Government’s unyielding determination for maintaining its White dominance is so profound that it even breaches ethical boundaries under the pretext of its national interest to combat Black dissent. According to FBI memoranda of the 1960s, "Key black activists" were repeatedly falsely arrested until they could no longer make bail. The FBI also used informants to present false testimony to the courts and to frame Black leaders for crimes they knew they did not commit (even serious charges such as murder). Other methods used by the FBI against Black leaders were “character assassinations”-lies used to discredit a Black leader and "snitch jacketing" - making a black leader look like a police or government informant. This serves the dual purposes of isolating and alienating important leaders, and increasing the general level of fear and factionalism in the group. FBI agents undertook actions to discredit, disrupt, and destroy not only those groups deemed as being "radical Negroes,” but also peaceful organizations without any political affiliations or agenda solely focused on improving the Black community. The commitment of the FBI towards the undermining and destruction of Black movements devoted to the betterment of African Americans has been extensive. In fact, the most serious of the FBI disruption programs were those directed against "Black Leaders and Black organizations.” One of the more dramatic incidents occurred on the night of December 4, 1969, when Chicago policemen shot Black Panther leaders Fred Hampton and Mark Clark to death in a predawn raid on their apartment. Depositions in a civil suit in Chicago revealed that the chief of Panther security, William O'Neal, was an FBI infiltrator that gave his FBI contacting agent a detailed floor plan of the apartment. For his services, O'Neal was paid over $10,000.
The FBI also targeted those White leaders that they labeled as liberals with sympathy for militant Black nationalists. Here is a story that originally appeared in Haber's nationally syndicated column on May 19, 1970. It is a story about the FBI’s use of false media stories against a White, pregnant civil rights activist that ended tragically. The FBI targeted Jean Seberg a White, married film star active in the anti-racist cause. They leaked a false story anonymously to columnist Joyce Haber of the Los Angeles Times that claimed that Jean Seberg was pregnant by a prominent Black leader. This governmental strategy subsequently resulted in a stressed induced stillbirth and the nervous breakdown and suicide of Mrs. Seberg. Her husband sued the FBI as responsible for the stress from this attack upon the victim's character. Perhaps what is most profound in this case is that she was a White woman merely active in the "anti-racist cause" and yet she was deemed a threat to America ’s national interest and targeted. A memo from J. Edgar Hoover to FBI field offices, dated March 4th, 1968 may give some insight about the motivation for the anti-Black actions taken by the government. The memo laid out the goals of the U.S. Government in regards to its Black population. It stated that its objectives are “to prevent the coalition of militant black nationalist groups; to prevent the rise of a messiah who could unify and electrify the militant black nationalist movement; to prevent violence on the part of black nationalist groups; to prevent militant black nationalist groups and leaders from gaining respectability;" and "to prevent the long-range growth of militant black nationalist organizations, especially among youth.” The adverse effects that these disruptive programs may have had on African American communities are not easy to evaluate. Black leaders estimate the damages caused by these programs as being substantial. Dr. James Turner of Cornell University , former president of the African Heritage Studies Association, assessed these programs as having "serious long-term consequences for black Americans," in that they "had created in blacks a sense of depression and hopelessness.” He also concludes that "the lack of confidence and paranoia stimulated among black people by these actions" is just beginning to fade. The monitoring and surveillance of African American organizations by the United States Government has proceeded continuously from the past to now. The list of monitored organizations may have or continues to include the following: The Black Muslims, The New Black Panther Party, Student Nonviolent Coordinating Committee, Congress of Racial Equality, Uhuru Movement, Group On Advanced Leadership, Freedom Now Party, United Black Nationalists of America, The New Pan- American Movement, Southern Christian Leadership Conference, The National Urban League, The National Association For the Advancement of Colored People, and the Committee on Racial and Religious Progress, etc. However, by granting these organizations annual funding that indebts them to the U.S. government and by anti-governmental restrictions clauses as part of their governmentally granted 501C3 nonprofit status, it is now much easier for the U.S. Government to control these Black organizations. These current, shrewd governmental arrangements limit today’s Black civil rights organizations to out-dated foot-march strategies and emotionally stirring speeches that produce no real change. Rarely do they (or even can they) ever confront those relevant white governmental actions or policies that directly adversely affect the Black communities. This arrangement causes many of our so-called Black leaders to function as modern “house Negroes,” who are well paid to turn a blind eye to the suffering of the Black masses--thus becoming the very gatekeepers of our despair.
The integration of public schools also indicates the U.S. Government's imperative to retard Black advancement as Black students were thrust into an educational system that taught them to admire the accomplishment of Whites and to despise Africans as being non-contributors of modern civilization. The new educational system failed to provide Black students the same, essential racially affirming curriculum needed to base their capabilities and potentials upon as it so routinely does for its White students-thus cutting off the aspirations of many Black students at the roots. For most African Americans their schools are the first place where they learn just how little they're valued in America . No group of children can adequately academically compete with other students while being educated to respect the accomplishments of every other racial group except themselves. Insultingly, the U.S. Education Secretary and White House officials then express surprise when Black students actively resist learning or that their will or ability to learn diminishes given such a mortifying educational setting.
Secretly when it comes to its Black population, the U.S. Government deems gross transgressions against the constitution and human rights as acceptable. The U.S. Government’s uncompromising desire for maintaining White dominance not only breaches ethical lines, but also breaches its own constitutional laws and the human rights of its Black population. The CIA’s involvement in flooding the Black communities of Los Angeles with drugs and high powered weaponry and thereby poisoning these communities, is a clear example. The evidence shows that for nearly 10 years, a Central Intelligence Agency operation sold crack cocaine by the ton along with sophisticated assault weapons to two Los Angeles youth gangs – the Cripps and the Bloods – and then ignited a blood bath of violence between them. These drugs and weaponry were then disseminated to many African American communities throughout the United States destroying the lives of millions of African Americans while stimulating the economy through the prison industry. Black America has never fully recovered from this governmental attack. The U.S. Government's commitment towards maintaining its White dominance knows no limit. This fact was again made evident when for forty years between 1932 and 1972, the U.S. Public Health Service (PHS) conducted dangerous syphilis experiments on four hundred Black men. Unbeknownst to these men, the U.S. Government infected them with syphilis (to believe that such a large number of Black share croppers were all naturally infected is ridiculously absurd) and told that they were being treated for "bad blood." Their doctors, hired by the government, did not intend to cure them of syphilis at all. These men were deliberately left to degenerate painfully under the ravishes of the disease – with symptoms including blindness, tumors, paralysis, insanity and death – to allow the U.S. Government to collect the needed data from their autopsies. Although this story was released by an Associated Press reporter, Jean Heller, on July 25, 1972, it still did not get an acknowledgment or apology from the U.S Government for yet another 25 years when, on May 16, 1997, President Clinton apologized to the eight remaining survivors.
Furthermore, there was also the federally initiated program that targeted allegedly violent African American children and youth for brain-mutilating psychosurgery. These efforts with racist implications were hindered by a successful campaign launched by the Center for the Study of Psychiatry and Psychology (CSPP). The CSPP was founded originally in the early 1970s as the Center for the Study of Psychiatry. Twenty years later, in the early 1990s, the Center again spearheaded criticism of yet another government biopsychiatric program with racist implications, the Federal Violence Initiative, aimed at diagnosing and drugging supposedly violence-prone inner-city (predominately Black) children. Why have so many of us African Americans been kept in the dark concerning stories like these and most importantly what do they tell us about the United States Government in regard to its true sentiments about the Black population?
As difficult as it may be for some to accept, America 's long history of governmental strategies implemented against the advancement and interest of its Black population unequivocally confirms that there is truly a clandestine war against Black America or at the very least, that the government possesses an interest in limiting the advancements of its Black population. Given such overwhelming historical evidence, it would be extremely naive to believe otherwise. With this realization in mind, should we African Americans, not question a sea of many White (and now also Black) governmental officials who urge us to close our eyes and trust them despite an unprecedented history to the contrary? These forgotten and suppressed records of history clearly substantiate not only that the U.S. Government is firmly committed to maintaining White dominance, but also that it will use every conceivable means to meet this national objective. With this in mind, it is interesting that more African Americans have not questioned the extent to which Blacks and Gays, extremely discriminated against in America are hardest hit by the AIDS epidemic. How is it possible that African Americans are 12 percent of the American population, but make up nearly 50% of those infected by AIDS and HIV? Although the constant degradation of Blacks in the media makes such a premise easier to accept, are we really to believe that the millions of African Americans infected by HIV and AIDS are all promiscuous, practicing homosexuals or intravenous drug users? Is it more likely that they are victims of a virus made in a governmental medical lab used as a political ethnic weapon to meet the U.S. Government’s unrelenting objective of continued White dominance? Furthermore, why did President Clinton (in January 2000) officially assign the National Security Council and the C l A to supervise the U.S. Government’s global campaign against AIDS? These agencies seem unqualified to fight disease. Why weren’t the U.S. Public Health Service and Center for Disease Control given the task?
The U.S. government’s unyielding commitment towards maintaining its white dominance by implementing methods of suppressing its Black population has not been abandoned. It has rather instead been more sophisticatedly reincarnated. Though Blacks today are measurably more successful than their predecessors in every field, the U.S. Government is resolute in its objective of White domination through sophisticatedly reincarnated methods designed to suppress them. Today, African Americans are still the largest, most racially devalued, most deliberately exploited and suppressed class in America , only the methods for doing so have changed. As mentioned earlier, the methods currently used by the U.S. Government avoid the conventional, blatant, now morally unacceptable methods used in the past.
For the most part the manner in which we African Americans confront White racism is very outdated. The common approach may be compared to that of an old prize fighter shadow boxing in the corner of a ring long after and totally unaware that his opponent has moved behind him, now pulverizing him from the rear. These approaches also equate to a matador in a bull fight waving his red cape in the wind to taunt the bull to attack, not realizing that the bull has already done so, having gouged out his heart in the process. These examples, although brutal, are very appropriate in describing how Black America is faring against today’s much more sophisticated system of White racism. Today, unfortunately, whenever the topic of racism is discussed among African Americans, this implies (for most) the images of police brutality, consumer profiling, driving while Black, and, of course, the Ku Klux Klan and similar White, anti-Black organizations. While these are all serious elements of racism that collectively deserve our attention, they are neither the most prevalent nor do they represent the most detrimental form of racism faced by African Americans today. Because the past, blatant methods of insuring White dominance caused momentum for resistance because they were so obviously immoral and unjust, the U.S. government secretly implemented a far more sophisticated methods of maintaining its white dominance. In fact, one may compare America ’s old system of white racism used against African Americans in the past, to its modern type by saying that the previous system had a GED while today’s methods have a PhD. For today’s system is far more sophisticated, elaborate and proficient than any system of racism previously faced by African Americans – even slavery. Because the U.S. Government’s sociologist and psychologist were well aware of the fact that those who make peaceful revolution impossible will make violent revolution inevitable, it became necessary to create a more sophisticated system of white racism that deliberately wears only the appearance, if any, of being totally self afflicted by African Americans themselves. A sophisticatedly racist governmental system that provides the United States Government with a far more insidious and covert method of ensuring that its white dominance is maintained that is concealed behind a clever shroud of secrecy and deceit by way of an extensive strategic psychological operation. It is in this way that the evils of racism thrive best when its victims no longer recognizes the evil. Although the formal covert Counterintelligence Program [COINTELPRO] operations employed by the FBI directed against African Americans during the period of 1956-1971 was discontinued [upon the surface]. However, in truth today there is a far more sophisticated and massive counterintelligence program being implemented against the entire African American population. Because the nineteen sixties were a period of massive black rebellion and unrest that caused the U.S. Government to fear the uprising of a violent revolution—coupled with its unrelenting commitment towards the preservation of its white dominance and control--- the U.S. Government did not actually cease its formal domestic counterintelligence programs against African Americans, but instead actually advanced it more broadly and secretively by means of planned campaigns of extensive strategic psychological operations .

Today, in carrying out many of its social-engineering agendas, the United States Government now conducts planned campaigns of extensive strategic psychological operations through the national media to influence and direct the perception and climate of the nation towards its governmental objectives. Its unrelenting objective of maintaining white dominance and control resulted in the U.S. Government using these same proven methods of strategic psychological operations against its Black population. The U.S. Government now secretly deliberately disseminates false deplorably racially devaluing statistics and propaganda of its Black population that are designed to corrupt African Americans sense of unity, cohesion, and reason and to foster a consensual national environment of which its Black population is more easily divided, exploited and ultimately suppressed.
While although this modern system uses the American educational system to mortifyingly mis-educate and disesteem black students and the judicial and prison systems to severely reduce Black America’s ability to procreate and reduces Black upward mobility by the lost of voting rights upon conviction. However, its most significantly detrimental aspect is its method of using psychological operations to manipulation and shapes the minds and collective consciousness of its African American population. When most people hear the term of psychological manipulation they usually think in terms of the classic "conspiracy theory" that refers to overt mind control such as mind altering drugs with carefully hypnotic programming. However, the real and true dangers are the well proven methods of psychological manipulation that works by affecting the unconscious mind through deception, using the psychology of deceit to adversely affect the recipient group in terms of their behavior. It is neither magical nor mystical, but a process that involves a set of basic social psychological principles.
Today the U.S. government now manipulates, and shapes the minds and collective consciousness of the public through the usage of misinformation disseminated through the mass media. The basis of this concept of mind manipulation is that the human being's most critical aspect is the mind and it works by affecting the unconscious mind through deception. Its weapon is the message that it carries and the way that it adversely affects the targeted recipient group in terms of their behavior. Here is a simplified example of how this is being implemented against African Americans. Let us, for example, imagine that a crew of people was aboard their own massive ship and that this ship was being shadowed by another neighboring ship that was constantly broadcasting derogatory messages to the first group. Such messages as that their ship was lesser, smaller, not seaworthy, perhaps slowly sinking or that their crew was incompetent and was planning a mutiny. With time, the group receiving the negative messages, being unable to refute or to confirm these derogatory messages and deficiencies will grow weary and paranoid of the negative messages and will eventually comes to accept these negative assessments of themselves. The perception created by the taunting now unconsciously influences how the taunted group perceives themselves, subsequently causing them to become distrustful of themselves, doubting themselves, hating themselves and, eventually, fighting among themselves. The taunted group may even become so besieged by deep feelings of inadequacy that they may even jump into the sea and attempt to swim towards the taunting ship now believing it to be superior to their own ship even if their own ship was in fact better.

Within a real life setting this mortifying psychological manipulation is precisely what is being done to African Americans through an immense campaign of false derogatory misinformation and false negative media reports and statistics that are created by U.S. governmental agencies and then leaked to its collaborators in the news media, which either knowingly or unknowingly carry the stories as their own. These false information about African Americans is then disseminated unrelentingly everywhere; it is deliberately perpetuated through news releases in magazine articles, radio, television, press releases, documentaries, and false census reports perpetuating and framing the myth of Whites’ racial, moral, and ethical superiority over its Black population. However, the weapon is not in how the message is carried, but is instead within the messages that it carries and how these messages affect the targeted recipients and shapes society as a whole.

The constant relentless bombardment with deplorably negative images of themselves that of which African Americans are so inundated with throughout the media is a very carefully and deliberately designed psychological conditioning program. It is designed to subject African Americans to seeing, through a controlled national media, only the worst in themselves-- while insinuating that they admire, respect, and trust only Whites. This unrelenting daily assault on the Black psyche is designed to corrupt African Americans’ sense of racial unity and cohesion, mold the character of self-hatred, and engender self-doubt, self-loathing, and distrust among their group. Many Blacks may even begin to feel that there is something not quite right about their Black humanity. To the detriment of Blacks, this system of applied psychological conditioning has been an extremely effective. It has successfully conditioned many African Americans to accept the dominance of Whites and white institutions over their lives by misleading them to believe that they are, themselves, their own worst enemies, therefore engendering an aberration of internalized self contempt that pulverizes Black unity and halts Black upward mobility.
Moreover, all African Americans have experienced the burden of this psychological warfare, some more severely than others have. It is experienced every time we [Blacks] read a newspaper, watch the evening news, enter a classroom, and read its racially biased textbooks. And while many Black Americans have successfully navigated through the psychology mortifying mine field and have gone on to lead successful, productive lives, but for far too many African Americans this immense devaluation can seem inescapable and tragically, over time, many begin to accept subconsciously and painfully the negative portrayals of themselves. Many also become discouraged by the acceptance that their society is also preconditioned to see the worst in them and that, therefore, if they were ever to gain acceptance, if it is to be won at all, that success would be hard won and likely to manifest negative internalized psychological pain and distress within many African Americans that can take many forms. In fact, this governmental mortifying psychological warfare against African Americans may be the most aggravating, if not core, factor of the national phenomenon of self hatred; loss of educational aspirations; loss of unity, cohesion and racial pride; and fragile psyches of many African Americans today. Moreover, this type of psychological manipulation program has been proven very effective in rapidly destroying a group’s ethical and moral values and engendering negative cultural norms with regard to violence, brutality, and even murder. All people are products of cultural conditions and their worldviews operate outside of their level of consciousness. Therefore, no group can be preconditioned to see only the worst in themselves and not exhibit some degree of negative psychological impact.
This mass psychological conditioning program also significantly influences society as a whole. Its ultimate goal is to foster a consensual national setting of where in which Blacks are more easily divided, exploited and ultimately suppressed. The media’s constant negative imagery of Black Americans is not only fraudulently inaccurate but is actually being done to engender a shift of victimization that changes the root problem of racism in America to be due to Black’s behavior rather than White’s proclivity for racism. Therefore insinuates that America would be a better society as a whole if African Americans were gone, thus engendering increasingly prejudiced distorted perceptions and acrimonious beliefs about African Americans that are designed to makes the nation and the entire world insensitive to their plight, tranquilizes efforts on their behalf, lessens pressure for social change on their behalf and makes any serious criticism of White racism almost impossible today and attempts discourage miscegenation between Blacks and whites. It also creates a false justification for the legal system’s mistreatment of African Americans. Wherein they are disproportionately incarcerated, given stiffer sentences, and are more likely than other racial groups to be treated brutally, beaten, and fired upon by police officers while they are unarmed. These injustices now goes ignored because the perception has become that it’s all now justified.
When contempt of Blacks is made to appear to be justifiable, it is the most fiercest and effective type of racism because its witnesses, bystanders, and even world audiences will sit by idly allowing African Americans to be brutally mistreated disproportionately incarcerated under the belief that it is justified.] It also affects attitudes that when enacted through governmental policies, laws, and other legislation actions, serve to ensure that African Americans will not advance. Its effects are manifested in ideas, education, governmental policies, economic stratification, social segregation, housing markets, hiring and promotion practices, psychological issues, and minority access to a variety of social services and opportunity. This campaign successfully stripped African Americans of the national and international support that was acquired during the 1960's civil rights struggles. This anti Black governmental campaign of psychological warfare also creates a false justification for the legal system’s mistreatment of African Americans wherein they are disproportionately incarcerated, given stiffer sentences, and are more likely than other racial groups to be treated brutally, beaten, and fired upon by police officers while they are unarmed. Moreover, some studies have shown that this shift of victimization now reflects increasingly acrimonious beliefs and prejudiced perceptions about and against African Americans that are arguably stronger today than they were after emancipation.

This concept of the U.S government using psychological warfare through the national media as a weapon to influence and control its Black population is not at all ridiculous. The U.S. Government has an extensive history of using the national media to conduct psychological warfare operations. Cable News Network (CNN) and National Public Radio (NPR) have acknowledged that members of the US Army 4th Psychological Operations (PSYOPS) Group served as interns in their news divisions and other areas during the Kosovo war. PSYOPS is a highly specialized unit of the military whose personnel are trained in the production and dissemination of US government propaganda, including on television and radio programs. According to CNN executives and military officials, five PSYOPS personnel’s were assigned to the network's Atlanta headquarters, Three PSYOPS personnel also worked at the Washington DC headquarters of NPR, a publicly-funded radio network. On March 29 1999 top CNN officials acknowledged the presence of the military personnel in a written reply to the media watchdog group Fairness & Accuracy In Reporting (FAIR), which had issued a media alert two days before, entitled “Why were government propaganda experts working on news at CNN?”
The story was first reported in the US by such web sites as emperors-clothes.com and on CounterPunch by its coeditor Alexander Cockburn, a columnist for The Nation. In its original action alert FAIR stated: “What makes the CNN story especially troubling is the fact that the network allowed the Army's covert propagandists to work in its headquarters, where they learned the ins and outs of CNN's operations. This revelations is only but one of the countless of times that the US Government use the national media to employ its mass psychological operations objectives.
The media is corporate owned and government controlled. How else is it possible that these so-called independent newspapers and independent television channels remain so succinctly synchronized in their news presentations each and every day? Clearly the free press in America is a myth, for no matter what happens in the world, and no matter what channel you turn to, you hear the identical news reports from network to network -- only the faces reading the reports changes. This is far too much of a coincidence given that the media have separate journalists. Much of the news comes from syndicated news sources and these accounts for the overlapping identical news report and explains how is it that the national media may be used to controllably influence, and therefore socially engineer society.
This isn't to say that all things on TV are geared towards psychological manipulation. They're not. But clearly the media’s fraudulently inaccurate deplorable depiction of African Americans and its produce outcome of causing internalized turmoil among their group are totally consistent with those applied psychological mind-conditioning programs and systems developed by the federal government. These systems were already perfected by members of the U.S. military and were then turned over to the intelligence sectors for other applications. The intelligence sector, in turn, deliberately and successfully undertook to have this same kind of highly negative, destructive and effective conditioning applied to targeted group and society as a whole.
Furthermore, more than a century ago, Charles Darwin predicted in his book, "The Origin of Species" (1859) "the evolutionary theory would one day provide a new foundation for the science of psychology." The truth in his words where realized when the science of psychology, through the methods of propaganda techniques was codified and applied in a scientific manner by journalist Walter Lippman and psychologist Edward Bernays (nephew of Sigmund Freud) early in the 20th century. During World War I, Lippman and Bernays were hired by then United States President, Woodrow Wilson, to participate in the Creel Commission, the mission of which was to sway popular opinion in favor of entering the war, on the side of Britain . The war propaganda campaign of Lippman and Bernays produced such an intense anti-German hysteria as to permanently impress America ’s governmental elites with the potential of large-scale propaganda to control public opinion. Edward Bernays coined the terms "group mind" and "engineering consent", important concepts in practical propaganda work. Bernays said in his 1928 book Propaganda, that; "The conscious and intelligent manipulation of the organized habits and opinions of the masses is an important element in democratic society. Those who manipulate this unseen mechanism of society constitute an invisible government which is the true ruling power of our country. The current public relations industry is a direct outgrowth of Lippman's and Bernays' work and is still used extensively by the United States government.
Over time the techniques increased in their sophistication as modern advances in the understanding of the genetics of social behavior ushered in Sociobiology; a controversial new science of the biological study of social behavior of humans. Since the 1950's, U.S. experimental psychologists and Cognitive scientists have developed ideas about the unconscious mental process that proposes that most of our mental processes happen outside of our awareness suggesting that the ability to control the behavior of people around us subconsciously is now a distinct possibility. Moreover, over the past five decades, human sociobiology has transformed into an evolutionary psychology that has gained science the means and ability to control and, therefore, predict the actions and feelings of individuals or groups merely by the messages conveyed against them. According to this controversial use of psychology, the human mind is the most extraordinary part of the human body, and there seems to be little doubt, wrote biologist David Barash, "that the unconscious is real and that in certain obscure ways the forces of culture are all-powerful in shaping human behavior. Advances in these studies resulted in governments using psychology as a weapon for maintaining White dominance.
This effectiveness of the usage of the psychology of deceit to profoundly influenced and control individuals and mass groups was made obvious as a result of one of the most infamous mistakes in history. It happened on Oct. 30, 1938, when millions of Americans tuned in to a popular radio program that featured a plays directed by, and starring, Orson Welles. The performance that evening was an adaptation of the science fiction novel The War of the Worlds, about a Martian invasion of the earth. But in adapting the book for a radio play, Welles made an important change: under his direction the play was written and performed so it would sound like a news broadcast about an invasion from Mars, a technique that, presumably, was intended to heighten the dramatic effect. News of the panic was conveyed as a via genuine news report. As the audience listened to this simulation of news broadcast, created with voice acting and sound effects, a portion of the audience concluded that it was hearing an actual news account of an invasion from Mars. This quickly generated immense scare. People packed the roads, hid in cellars, loaded guns, fought among themselves, even wrapped their heads in wet towels as protection from Martian poison gas, in an attempt to defend themselves against aliens, oblivious to the fact that they were acting out the role of the panic-stricken public that actually belonged in a radio play. These people listening to the false broadcast were taken in by the totally false accounts and became confused, disarray and distrusting of their neighbors even resulting in immense violence. This example proves more potently than any argument, that beyond a question of a doubt, the enormous effectiveness of the media at affecting masses of people.
Furthermore, according to researcher Mack White, Psychologist Dr. Hadley Cantril conducted a study of the effects of the broadcast and published his findings in a book, The Invasion from Mars: A Study in the Psychology of Panic, (1939). This study explored the power of broadcast media, particularly as it relates to the suggestibility of human beings under the influence of fear. Dr. Cantril was affiliated with Princeton University 's Radio Research Project, which was funded in 1937 by the Rockefeller Foundation. Also affiliated with the Project was Council on Foreign Relations (CFR) member and Columbia Broadcasting System (CBS) executive Frank Stanton, whose network had broadcast the program. Stanton would later go on to head the news division of CBS, and in time would become president of the network, as well as chairman of the board of the RAND Corporation, the influential think tank which has done groundbreaking research on, among other things, mass brainwashing.
Two years later, with Rockefeller Foundation money, Cantril established the Office of Public Opinion Research (OPOR), also at Princeton . Among the studies conducted by the OPOR was an analysis of the effectiveness of "psycho-political operations" (propaganda, in plain English) of the Office of Strategic Services (OSS), the forerunner of the Central Intelligence Agency (CIA). Then, during World War II, Cantril and Rockefeller money assisted CFR member and CBS reporter Edward R. Murrow in setting up the Princeton Listening Center , the purpose of which was to study Nazi radio propaganda with the object of applying Nazi techniques to OSS propaganda. Out of this project came a new government agency, the Foreign Broadcast Intelligence Service (FBIS). The FBIS eventually became the United States Information Agency (USIA), which is the propaganda arm of the National Security Council. Thus, by the end of the 1940s, the basic research had been done and the propaganda apparatus of the national security state had been fully established.
Given the preceded noted history and facts, clearly then connecting these dots should be made rather easy. Furthermore, the objective of the United States government has always been to maintain its White dominance over its Black population, and clearly, psychological warfare meets this need. It was the logical choice—because it covertly provides the U.S. Government the ability to both influence the national climate and engender personal psychological feelings among its Black population that meet the U.S government objectives of maintaining its white dominance. Furthermore, history overwhelmingly demonstrates that the White race’s innate proclivity for racism, control, and dominance is much too deeply ingrained for them to just merely give up their practices of implementing suppressive methods over its African American population. The records of history show that the reincarnation of suppressive methods into forms more acceptable to the changing times is a common practice of the United States government as seen after the abolishment of slavery wherein its methods of using racist, oppressive treatment of its Black population was reincarnated into Jim Crow laws. And let us not forget the many sorts of devious strategies and methods used to prevent Blacks from becoming registered voters. The historic and demonstrative evidence overwhelmingly reflects the reality that the U.S. government does manifest a proclivity for reinventing devious methods to suppress its Black population. This proclivity has led to the U.S. Government now using its proven method of psychological operations to control the advancement and growth of its Black population. It was the next logical choice for it provides the Government the benefit of the appearance of conducting humanitarian efforts to help its Black community while covertly seeking only to maintain its White dominance.
While this may still sound, for many, as being incredibly ridiculous, unbelievable or even a bit like bad science fiction, however psychological Warfare is a real and well-proven method of warfare that exceeds the territorial limits of conventional warfare to penetrate the proposed target and it is commonly used by the U.S. Government. This method of psychological manipulation works by affecting the unconscious mind through deception. It uses the psychology of deceit to adversely affect the recipient group in terms of their behavior. It is implemented by, first, simply learning everything about the targeted group, their beliefs, likes, dislikes, strengths, and vulnerabilities. Once you know what motivates your target, you are ready to begin psychological operations against them.
In fact, the U.S. Government’s usage of psychological warfare has been ongoing throughout the entire combat operation in Iraq from the initial battle thru the so-called rebuilding of Iraq . The United States Military dropped propaganda leaflets on Iraq and planted favorable stories about the new Iraq in the Baghdad press, radio, and television media and, under the guise of merely removing all mentions of Saddam Hussein from the Baghdad grades school educational curricula, rewrote the Iraq schools curriculum to be more favorable in its depiction of westerners/Whites. Moreover, its methods of rewriting the Iraq schools curriculum to one of in which educates Iraqi students to now revere westerners/Whites, and using the Iraqi national media to perpetuate propaganda and misinformation to facilitate their easier exploitation and suppression, are remarkably consistent with the current social conditions and experiences of African Americans.
Moreover, this type of psychological warfare has been used by the military since World War II. The British Special Operation Executives (SOE) was pioneering this form of propaganda during the Second World War. The British Government, between1930-1940, conducted psychological warfare against Germany, by putting together a massive department staffed by many former journalists that conducted secret journalism and planted favorable stories in the world's press. Generally using friendly newspapers editors, but also using bribery to get pro-allied stories in print, British pilots also dropped propaganda leaflets and spread rumors concerning Germany 's relations with France and other aspects of the war.
Another illustrative example of psychological warfare in a military setting is the deployment of massive fleets of U.S. Naval battle carriers to the Mediterranean Sea to foster the psychological response of fear or intimidation from the neighboring countries. Psychological warfare may also be used to perpetuate the myths of America 's military superiority over its enemies, thus adversely affecting their morale and motivation to fight back. Such is the case when perhaps a company of enemy soldiers are well fortified in their trenches and well prepared for the anticipated American military assault. The U.S military may respond to this enemy’s high state of combat preparedness by using pilots to fly over their positions dropping propaganda leaflets spreading rumors and false information concerning the enemy’s vulnerabilities or giving them an exaggerated number of the incoming American troops. The targets here are the minds of the enemy troops and the objective is to deeply affect their morale and motivation to fight back. Under this psychological operation of influence, the enemy troops may surrender at the first sight of the approaching American troops without a single shot from the enemy. A popular motto among the users of these covert operations is "Capture their minds, and their hearts and souls will follow." For once their minds are reached, they're defeated without bullets. Used in all aspects of war, the effectiveness of psychological warfare is limited only by the ingenuity of the commanders using it
The usages to which psychological warfare can be applied are virtually unlimited. For example, the U.S. Government also uses psychological operations to assist in the sales of arms and weaponry. The United States Government is the world’s largest arms dealer, and to ensure that these sales continue, it often resorts to the unethical practices through psychological operations. Let‘s say that an African kingdom that has purchased arms in the past from the U.S. Government has decided to cease the purchase of millions of dollars of weaponry because its neighboring kingdoms are no longer threats. The U.S. Government’s response may be to create an imminent threat of war between the targeted kingdom and its neighboring African kingdoms. To execute this plan, Special Forces and other types of espionage specialists would be deployed to the region to plant lies and rumors of war, thus igniting conflict and distrust between the targeted kingdoms, which would end with both empires buying arms from the U.S. Government.
As mentioned earlier, psychological warfare began in a military setting, but governmental and societal elites eventually realized that it could be useful for totally controlling society. Therefore, psychological warfare technology evolved from military application against foreign enemies to the domestic control of society. Today, the U.S. government, like many other developed nations, conducts planned campaigns of extensive, strategic psychological operations through the national media to influence the perception and climate of the nation towards the attainment of its governmental objectives. Participating federal agencies may include the National Security Council, the Office of Strategic Council, the Central Intelligence Agency, and the Federal Bureau of Investigations. When psychological warfare is executed domestically it is more commonly referred to by governmental and military officials as psychological operations (PSYOPs) rather than Psychological Warfare.
Psychological warfare can also be used to create a brazen deception in order to create a pretext for war with the true intent of achieving global geo-political objectives. This is where governmental agents secretly create or allow terrorism in the United States for the purpose of mobilizing public opinion in favor of the government’s objectives. Many people have compared this example to those actions taken by the U.S. government after the September 11, 2001 attack on America wherein several terrorists high-jacked four American commercial air liners and crashed them into strategic targets in Washington , D.C. and New York , NY . For although all ties to the terrorist attack pointed towards Afghanistan and Saudi Arabia -and given that all the historic evidence showed that Saddam Hussein was a vigorous arch enemy of Al Qaeda - President Bush, in his official speech to the nation responding to the atrocious attack, redirected the nation's attentions towards Iraq as a means of fighting the terrorism of Al Qaeda. This strategic operation of influence gained the U.S Government the support of the nation that it needed to send thousands of its service members to war under the pretext of being a war on terrorism, while in fact it successfully met the U.S. objective of what appears to have been more about securing its interest in the Iraq oil wells. The targets, then, were the minds of the entire American population, our military troops and the civilian population. For readers that find this far-fetched, reading “Operation North Woods,” a 1962 government document now unclassified and provided under the Freedom of Information Act, is strongly suggested. Operation North Woods details a governmental plan to take a civilian aircraft, replace it with an automatic unmanned aircraft, then shoot it down and blame the incident on Cuba in order to go to war.
This is just one example among a long list of many, in which government-led psychological warfare was use to influence U. S. citizens. Every act of the government has an enduring psychological impact, such as President Bush's media coverage stunt where he landed upon a U.S. Naval battle carrier dressed as a pilot. Likewise, U.S. soldiers pulling down the statue of Saddam Hussein in Iraq , to the staged rescue of Jessica Lynch, had the same effect. These strategies are all part of the sophisticated system of psychological warfare, and they continue, all around us, all of the time. The ability to influence the nation in mass using psychological operations through the national media is highly effective because the media itself is very powerful in terms of its influence. The media helps shape our views of the world, what we consider to be good or bad, and also forges our deepest values, identities, and our sense of what it means, for example, to be male or female. These facts, combined with those studies showing that the average American watches 18 hundred hours of television each year, affirm that Americans are highly susceptible to psychological warfare conducted through the national media. The reason psychological warfare is so unknown to most Americans is because of its covert nature and because it is not as adventurous and exciting as war portrayed in films or novels. Nevertheless, psychological warfare is a real, sound, proven governmental technology that has been used by the U.S. Government for many decades, and on through to present-day America. As recently as July 2004, a story was reported by the New York Times that the Defense Department had paid the Rendon Group, a Washington-based international consulting firm, $100,000 per month to help the Office of Strategic Information (OSI) with a broad campaign that would include negative propaganda or disinformation. The report stated that the OSI was established to spread positive messages about the war on terrorism, but it would also use disinformation and misinformation to mislead friends and foe alike. The report went on to say that the Office of Strategic Influence had been set up to disseminate truthful information openly but also to spread what senior pentagon officials called "the Blackest of Black programs.” The organization works on ways to influence and mislead the media abroad and domestically in America , by spreading positive messages about the war on terrorism or perpetuating disinformation through its frequent collusion with news media personnel.
There are countless numbers of mind-control projects in operation which target specific subjects and groups using vast panoply of different mind control technologies which are currently being deployed against the citizens of the United States of America by certain segments of our national government. There are also mind control and mind manipulation activities that target masses of people and ethnic groups in large geographical regions at the same time. The intention here is to merely demonstrate within a constructive manner rather than an accusatory one, that since the methods of maintaining white dominance and control over its Black population used in the past are no longer morally and socially acceptable, that the U.S. government's societal elites have modified their methods of meeting this objective into a form more socially acceptable with contemporary times through the usage of these same proven methods of psychological manipulations through the media.


THE RISE OF THE BLACK MATRIX
Accordingly, many may wonder when this modern covert system of white governmental racism was developed and established. It is surmised that it was implemented in 1968, in the face of widespread violence that ensued after the death of Dr. Martin Luther King Jr. Dr. King’s brutal assassination led to many angry demonstrations and riots which were reported in more than 100 cities across the nation. This violence resulted in the loss of lives and property that cost the nation and taxpayers millions of dollars and increasingly placed the peace and stability of the nation in dire jeopardy. America ’s racially motivated brutality toward African Americans appeared to have reached its boiling point, creating much unrest and discord. These factors, combined with the rapidly deteriorating American global image, led U.S. Government agents of White supremacy to quickly reform their techniques of institutionalized racism. This problem resulted in Lyndon B Johnson, who was then president, to order the formation of the Kerner Commission. Its mission was to investigate and prescribe a cure or recommendations for the problem. The Commission concluded that blatant White racism was the single aggravating factor for the collective problems. The Kerner report’s findings required that the U.S. Government abandon its endorsement of open, blatant forms of racism to control Blacks and maintain White dominance. This abandonment of outdated tactics necessitated an improved method for controlling and suppressing the Black population. Changing times dictated that the U.S. government should modify its methods so the racial suppression of Blacks and White dominance could be achieved in a more subtle, socially acceptable fashion. Clearly, the sophisticated method of psychological warfare met such a need. It was perfectly suited for the changing times. Unlike the extremely cruel and public racism used in the past, which Blacks were able to easily identify and thus unify to form counter strategies against, racism through psychological warfare is much harder to detect. Armed with this method, the U.S. government could maintain dominance and control with less social fallout because racism is not as easily recognized. This new method exists in the space between overt racism and racial respect. Its features include the ability to both influence the national climate and engender personal psychological feelings among Americans that meet the U.S government’s objectives. For those who still doubt that such a conspiratorial dimension of racism exists at the governmental level in the United States, an analysis of the National Security Council Memorandum 46, and also Kenneth O’Reilley’s “Racial Matters: The FBI’s Secret File on Black America, 1960-1972,” is strongly recommended.

Furthermore, the social structure of America's White societal elites was formed on the premise that there must be maintained a class of people to perform menial duties, to perform the drudgery work required to sustain life, and to take the lower paying jobs requiring “a lower order of intellect and skill.” Clearly, the method of psychological warfare provides the United States Governmental elites with a method for meeting this need but doing so with the added benefit of not appearing racist. THE OBJECTIVE OF THE PSYCHOLOGICAL WARFARE AGAINST AFRICAN AMERICANS
The vague, almost unassailable quality of modern racism necessitates a more in-depth investigation of its effects. The objective of psychological warfare against African Americans is to ensure the maintenance of White dominance by creating a shift in victimization on behalf of Whites that lessens pressure for social change on behalf of Blacks. The effect is heightened insensitivity throughout the nation and world regarding the plight of African Americans – essentially stripping them of the national and international support that was acquired during the 1960's civil rights struggles. Immense campaigns of false statistics and media reports degrading the Black population and disproportionately portraying Black men as criminals and Black women as welfare recipients does this quite well. These negative, inaccurate portrayals of African Americans are highly effective at conveying Black behavior as justification for White racism in the U.S. Consequently, critiquing White racism becomes increasingly difficult. Modern White racism also results in the dilution of societal efforts to assist Blacks. It also attempts to discourage miscegenation between Whites and Blacks.
It also affects attitudes that, when enacted through governmental policies, laws, and other legislation actions, serve to ensure that African Americans will not advance. Its effects are manifested in ideas, education, governmental policies, economic stratification, social segregation, housing markets, hiring and promotion practices, psychological issues, and minority access to a variety of social services and opportunity.
It also creates a false justification for the legal system’s mistreatment of African Americans wherein they are disproportionately incarcerated, given stiffer sentences, and are more likely than other racial groups to be treated brutally, beaten, and fired upon by police officers while they are unarmed. Some studies have shown that this shift of victimization now reflects increasingly disparaging characterizations and prejudiced perceptions about African Americans that are arguably stronger today than they were after emancipation. The effectiveness of this psychological indoctrination upon the psyches of the non-elite White masses was made evident during a study conducted wherein White students were shown a videotape of a White man lightly shoving a Black man during an argument. Only 13% percent rated the White man’s behavior as violent, however, when the shoving situation was reversed, 73% percent stated the Black man was acting violently.
A more brutal example of current White temperaments among the White masses toward African Americans was seen during the Rodney King beating incident which sparked the 1992 L.A. riots when four police officers beat Mr. King as he lay helpless on the street. The beating scene was widely televised and was repeatedly played in court during the police trial. However, the all-White jury during the first trial found the cops not guilty because, psychologically, it is now ingrained within their psyche that the brutal abuse was somehow justifiable.
The United States Government’s psychological operation of devaluing African Americans is not always recognized. In fact, in most cases, it is executed very subtly and is often done under the pretext of helping African Americans, while in fact actually exploiting them. Such as seen for instance, in August 1996, when President William “Bill” Clinton signed the Personal Responsibility and Work Opportunity Reconciliation Act, better known as the “Welfare Reform” Bill. During the ceremony, which was broadcast on television to the entire nation and the world, the president was accompanied by two African American welfare moms who were strategically positioned on each side of him as he signed the new bill—perpetuating false images of African American women without using overt racism —thus feeding and perpetuating the racist stereotype that the largest recipients of welfare are “lazy Black mothers.” These types of actions by the White House further the government’s objective of removing the blame for racism from Whites to placing it on the behavior of African Americans. Additionally, they are the basis for White attitudes towards Blacks while psychologically producing feelings of embarrassment, gratitude, and indebtedness among Blacks towards the American government. The fact, however, is that the majority of welfare mothers are White women. Regardless of the many false images of social programs of welfare and food stamps for the benefit of African Americans perpetuated through the media, the largest recipient of these benefits cannot and will never be African American women. Understand that according to U.S. government statistics, Black women make up only 6 % of the nation’s total population. Therefore, even if a ridiculously high number such as half of all Black women were welfare recipients, that would still only equate to 3 % of the total population. Clearly, the negative, fraudulent portrayal of Black women as being the majority of welfare moms is a prime example of psychological warfare.
Perhaps no president relied more heavily on the use of the psychological operation that portrayed African American Women as negative welfare queens than Ronald Reagan (Green and McCall, 1987). Reagan's career as an actor and spokesperson for General Electric provided him with an audience to refine his storytelling style and to perfect the ability of appealing to the concerns and fears of White voters without the use of overtly racist appeals. Reagan's campaigns revolved around themes that exemplified the image of the Black welfare queen. Such was the case when he challenged Gerald Ford for the Republican Party nomination for president. Reagan gave an elaborate story of “welfare abuse” that appeared in the New York Times, February 15, 1976, on page one, which stated the following: "There's a woman in Chicago . She has 80 names, 30 addresses, 12 social security cards, and is collecting veteran benefits on four non-existing deceased husbands. And she is collecting Social Security on her cards. She's got Medicaid, is getting food stamps, and she is collecting welfare under each name. Her tax-free income is over $150,000.” The speech emphasized how "they, the abusers, enjoy lives of leisure, whereas ‘we’ [Whites] work harder than ever before with little chance of ever getting ahead.” The welfare queen abuse story played, and continues to play well among the White masses, and its reference to the abuser leaves little doubt about the implied racial identity of the abuser without stating it explicitly. The story then acquires a life of its own, far more elaborate and intriguing than before. At times, she has more kids and fewer husbands. Nevertheless, it worked because it delivered messages penetrating the consciousness of White voters across party lines. After Reagan defeated Carter in the 1980 election, the welfare stories made it possible for him to reduce social programs. The collapse of the Black nuclear family can be directly attributed to the welfare program’s awarding of funds to mothers only when the father was kept out of the homes.
While portraying most welfare moms in America as being Black women, the government’s psychological operation also disproportionately perpetuates the image of Black men as the undisputed face of crime in America . Although commonly presumed accurate and accepted, this representation is very inaccurate for it is simply rhetoric; the numbers just do not properly add up. According the U.S. government, African Americans make up just above 12% percent of the total American population. From this number, let us attempt to quantify these African Americans that make up most of America ’s criminals. Let’s begin by subtracting from this 12% percent the amount of 6% represented by Black women. This leaves just 6% percent of the total American population as being African American males. Let us now assume a ridiculously high number such as half of all Black men in America as criminals. This total number of African American male criminals would still only comprise just 3% percent of the total national population. Moreover, we did not even bother to subtract from that original 6% those African American males that (disproportionately) make up almost 35% of the United States military.
The point is that it is literally impossible for America ’s Black population to equate to what is negatively portrayed in the national media. Furthermore, the absolute number of African Americans is simply too small to statistically relate the total number of crimes to the perpetuated images of Blacks as mostly responsible for crime in America . For even if there are disproportionately high levels of crime within their own Black communities, the total number of African Americans males is too small to even remotely approach the huge problem perpetuated by the media. This is not the result that one would expect from watching the evening news or an episode of the television show "Cops." While some African Americans today live in conditions that cause them to resort to crime, never in the history of America has the actual number of criminal activities in any given year been higher among African Americans than Whites.
The media’s continued projection of Black males as the majority of criminals in America is clearly psychological operations at work. Moreover, research has disclosed that most serious crimes such as homicide, rape, robbery and assault in inner cities are committed by a very small proportion of African Americans youths; some estimate a high of only 7% percent. Furthermore, White males commit the majority of crimes in America . Their immensely larger population is a factor in this. However, the media persistently exaggerates the idea that African American males commit most of the crimes in America .
Another fallacy contributing to the negative propaganda against African American males is that the majority of African American males are in engaged in the use of illegal drugs. However, to the contrary, a report conducted by William Drummond, a University of California at Berkeley journalism professor and co-author of a U.S. Justice Department sponsored survey, showed that only 6 percent of African Americans had used cocaine in their lifetime, and a great majority of these respondents (65.5 percent) had used it less than 11 times. Among White respondents, 10.6 percent had used cocaine in their lifetime with 62.3 percent of those respondents saying they had used it less than 11 times.
These statistics are completely contrary to what is continuously suggested by the racist media. As a result of the strong association of crime with Blackness, any politician’s or public figure’s attempt to address the disproportionate number of African Americans incarcerated or given harsher sentences may now be construed as being soft on crime. Obviously, many Black politicians avoid this topic because it’s political suicide. The derogatory portrayal of African Americans through the use of psychological operations of influence was also made apparent during the LA riots of 1992. The media’s representation of the event gave the impression that the Black community was solely responsible for the riots and disturbances. However, according to reports of those arrested, more than a third had full time jobs and some 60% of the rioters and looters were made up of Hispanics and Whites. A more recent example of deliberate character attacks on African Americans through government-driven psychological operations occurred during the 2005 flooding of New Orleans in the wake of Hurricane Katrina. While many African American victims that were left behind suffered from hunger, dehydration, and the trauma of witnessing the deaths of loved ones, the White media instead skillfully portrayed them as wild, inhuman, deviant criminals. The press presented, for the most part, those images of the desperate and suffering Black families that reinforced the whites’ negative and racist stereotypes. For example, the necessity for Black people to take water and food from the vacant stores was entirely understandable given the circumstances. However, the media created the perception that most of these Black people were uncontrollable looters stealing equipment and appliances (although flooded homes and lack of electricity makes this perception questionable). Nevertheless, television presented Black people taking food and water as looters through the constant repetition of the same 5-minute film segment that highlighted this activity. On the other hand, Whites doing the same thing were portrayed in television coverage as “shopping for food.” If the “looting” by Blacks was as rampant as reported, why was it necessary to repeat the same 5-minute footage continuously? Then, there were copious, unfounded rumors broadcast not only nationally, but also globally; that hospitals had been raided by drug addicts; that there were many gang rapes of women and children in the New Orleans Convention Center; that babies’ throats had been cut; and that Black thugs were shooting at rescuers. Although these rumors were later found to be untrue, the image of African Americans was already further damaged. Then there were the many insensitive racist remarks made by White officials and politicians, where one White official stated "we couldn't get them out of the projects, however God did.” Another stated, "Why are they [Blacks] complaining about the overcrowded conditions in the Superdome when they are accustomed to living [in the substandard conditions] in the ghetto?" At a time when African Americans so desperately needed help, the U.S government seized the opportunity to further dehumanize and perpetuate derogatory propaganda about them. One African American victim recounted his experiences thusly: “After four days of hell in the Superdome, they (the U.S. National Guards) forced men and women into separate lines to board the buses. When we questioned why we had to separate from our children, the National Guards drew their guns on us.” These events in the aftermath of the hurricane are indicative of the American government’s sentiments towards its Black population. …… Additionally, African Americans are denigrated within every aspect of American society by the U.S. government’s psychological operations – through reports about their educational failures, crime statistics, and national health statistics. Based upon the U.S. Government’s national health statistics and reports concerning the health of Black America, it appears as if the bodies of Black people are literally genetically and physically inferior to the bodies of Whites. However, when examined outside of governmental discretion and control, we see, to the contrary, that Blacks are America ’s greatest athletes. In other words, it is only when statistics are totally in the hands of the White government that the bodies of Blacks appear physically inferior to Whites. Obviously, these actions indicate the U.S. government’s use of psychological warfare. The mounting evidence is too great to be purely coincidental for us not to connect the dots -- it is in fact an exact match. The routine subjugation of African Americans could not occur so effortlessly without psychological warfare. It is too prevalent to be merely dismissed as an oversight or as being the work of a few local governments. It is being deliberately instituted at the national level. This modern racism, as herein defined, has had a serious deleterious effect on the United States as a whole. Therefore, the immediate social conditions of African Americans will not change as long they are being covertly manipulated and encouraged by White societal elites. As long as Whites are keeping the score, it will always appear that Blacks are on the losing team, in the sinking ship. As long as the White-controlled government is assessing the strengths, weaknesses, crime and health statistics of Blacks, psychological operations will be in effect to ensure White dominance and Black suppression. African Americans can build a new reality once they dare to assess their own weaknesses and strengths and take control of educating their own children.

……ITS EFFECT UPON AFRICAN AMERICANS People are all products of cultural conditions and their worldviews operate outside of their level of consciousness. This campaign to demoralize, discourage, berate, subjugate, and divide America’s Black population is also designed to influences Blacks to admire, respect, and trust only Whites and accept white dominance and rule over their lives. No group can be preconditioned to see only the worst in themselves and not exhibit some degree of negative psychological impact. Therefore, the worst aspect of psychological warfare against America ’s Black population is not how it adversely affects race relations, but instead how it causes many African Americans to perceive themselves. It is like the analogy discussed earlier about the crew of people aboard a massive ship being constantly bombarded with continuous derogatory messages. The perception created by the taunting now unconsciously influences how the taunted group perceives themselves. Government-inspired psychological warfare consists of routine exposure to the worst elements of the Black personality via a nationally controlled media; it occurs through the use of deliberate misinformation and false statistics. In effect it divides and demobilizes Blacks by engendering self-doubt, self-loathing, and distrust among them. This campaign of negative messages is detrimental to the mental health of African Americans because it collectively exerts an inhibiting effect on the extent to which many African Americans can realize their full human potential. It instills deep feelings of hopelessness, despair, and self hatred that cause many to react in an intropunitive manner; that is, they turn their frustrations inward against the self. The result is diminished self confidence, self doubt, and subsequent hatred and fighting among Blacks making them more vulnerable to incarceration, suicide, homicide and substance abuse. Internalized racism, demoralization, anxiety, and anger over everyday discrimination are to be expected at the levels of the day-to-day discrimination and exploitation experienced by African Americans in the United States . Moreover, all African Americans have experienced the burden of psychological warfare, some more severely than others. It is experienced every time we [Blacks] read a newspaper, watch the evening news, enter a classroom, and read racially biased textbooks. Although many Black Americans have successfully navigated the mortifying mine field of a psychology of deceit and have gone on to lead successful, productive lives, for far too many African Americans, this immense devaluation can seem inescapable. Tragically, over time, many begin to subconsciously and painfully accept negative characterizations imposed by society. Many also become discouraged by the realization that their society is predisposed to see the worst in them and that therefore, the possibility of acceptance, if it is to be achieved at all, would be hard won. This struggle for acceptance is likely to manifest as internalized psychological pain and distress for many African Americans that can take many forms. In fact, this crushing psychological warfare against African Americans may be the most ignored and yet most disturbing fact of racial life in America for them. It is believed to be the most aggravating, if not core factor of the national phenomenon of self hatred; loss of educational aspiration; loss of unity, cohesion and racial pride; and fragile psyches of many African Americans today. Yet, for far too long, many African Americans have been unable to openly and honestly discuss this problem as well as its affects on the way we perceive ourselves and our aspirations.
Several studies have touched on the connection between discrimination and poor mental health. It has also been linked to higher levels of stress and psychological suffering including depression, feelings of hopelessness and anxiety, fear and self hatred and a lower level of life satisfaction. Although most African Americans may instinctively feel that something is terribly wrong, most are not aware that they are being deliberately attacked and subdued. Consequently, they cannot express or comprehend their suspicions or conceptualize them sufficiently so that they and others can act to defend themselves against it. There is also the indirect violence produced in the Black communities through feelings of hopelessness, desolation, and self-hatred. This alone would constitute an act of terrorism by the United States Government, and yet it is never held accountable. The late Stephen Biko described these types of feelings thusly: "You begin to feel that there is something not quite right about yourself, about your humanity, and that it has something to do with your Blackness, because no matter how dumb or smart a white child is, he is born into that world, but you, the Black child, smart or dumb, you're born into this world and smart or dumb, you'll die in it.”

Because studies show that what a person thinks and feels about him/herself is largely determined by what others think, it goes without question that the extremely intimidating setting to which African Americans are subjected daily would be terribly and fundamentally detrimental to their human condition and psyches. The African American psyche has borne centuries of extremely unhealthy and cruel devaluation in American society from slavery through its aftermath of Jim Crow inequalities and now through this method of psychological warfare.
