Why Didn't Obama Didn't Tell Us About AFRICOM?

Last week during our Sunday Night Live Show, our chief elder of The Afrikan Village at Kansas City called in to share some information with us. After answering his call and giving and receiving greetings from each other, he asked me if I had ever heard of “Africom.” I told that I hadn’t and he proceeded to inform me about it. Well, as he was talking, I googled it. Many sites came up. The first site that I clicked on was Wikipedia, which stated, …

“The United States Africa Command (USAFRICOM or AFRICOM) is a Unified Combatant Command of the United States Department of Defense that is responsible for U.S. military operations in and military relations with 53 African nations - an area of responsibility covering all of Africa except Egypt. Africa Command was established October 1, 2007 as a temporary sub-unified command of U.S. European Command, but became fully autonomous and operational on October 1, 2008, when it officially took command of U.S. military operations within the aforementioned area of responsibility.”

When did the USA find a need to become a “fully autonomous” combatant entity in EVERY COUNTRY IN AFRICA (except Egypt)? And, if Egypt would have allowed it, it would be included in this domination as well.



Being ex-military, as I read this I experienced so many emotional responses, but the most immediate thing that came to my mind were the words recorded by our late warrior scholar, Del Jones, in his song entitled “Slaveship.” The words are “Ancestors PLEASE help the people to see; they won’t listen to me.”



As Elder Kazuma continued talking I could hardly digest what he was saying because my mind was engaged in a panoramic and retrospect view of so much of the things that I had taught over the last 17 years about the plans and agenda of the US Government and its foreign and domestic policies.



Well, Barak Obama is now the President of the United States of America. And I finally have the answer as to why there was so much media attention given to this past election. Ralph Epperson authored a book entitled, “The Unseen Hand,” and in this book he exposes one of the most effective tactics that the government uses when they want to create and implement something that they know the people would not agree with. This tactic is called “distraction.” Well, the not only were the people in Amerikkka distracted; the entire world was distracted by the past election circus. So many thousands of our people are still rejoicing over what they think they did by getting out there and voting.

This was truly the greatest distraction of all time.



I don’t know if you have heard me teach about the National Security Council Memorandum 46 (NSCM/46) or not, but just in case you haven’t, allow me to include some of its points here.



(By the way, NSCM/46 was signed into law under Presidential Executive Order in March 1978. It was written by Zbigniew Brezinski, who was the National Security Advisor at that time, and is PRESENTLY Barak Obama’s chief advisor.)

Notice some of the wording of NSCM/46…

“The objective of our policy toward Black Africa is to prevent social upheavals which could radically change the political situation throughout the area. The success or failure of our policy in the region depends on the solution international and internal issues whose importance of the United States is on the increase.

II. A. U.S. INTERESTS IN BLACK AFRICA

A multiplicity of interests influences the U.S. attitude toward black Africa. The most important of these interests can be summarized as follows:


1. POLITICAL

If black African states assume attitudes hostile to the U.S. national interest, our policy toward the white regimes; which is a key element in our relations with the black states, may be subjected by the latter to great pressure for fundamental change. Thus the West may face a real danger of being deprived of access to the enormous raw material resources of southern Africa which are viral for our defense needs as well as losing control over the Cape sea routes by which approximately 65% of Middle Eastern oil is supplied to Western Europe.



2. ECONOMIC

Black Africa is increasingly becoming an outlet for U.S. exports and investment. The mineral resources of the area continue to be of great value for the normal functioning of industry in the United States and allied countries. In 1977, U.S. direct investment in black Africa totaled about $1.8 billion and exports $2.2 billion. New prospect of substantial profits would continue to develop in the countries concerned.



Internationally, damage could be done to the United States by coordinated activity of African states designed to condemn U.S. policy toward South Africa, and initiate discussions on the U.S. racial issue at the United Nations where the African representation constitutes a powerful bloc with about one third of all the votes.



3. Political options

In the context of long-term strategy, the United States can not afford a radical change in the fundamentals of its African policy, which is designed for maximum protection of national security. In the present case, emphasis is laid on the importance of Black Africa for U.S. political, economic and military interests.



The FBI should mount surveillance operations against Black African representatives and collect sensitive information on those, especially at the U.N., who oppose U.S. policy toward South Africa. The information should include facts on their links with the leaders of the Black movement in the United States, thus making possible at least partial neutralization of the adverse effects of their activity.

B. THE RANGE OF POLICY OPTIONS

The concern for the future security of the United States makes necessary the range of policy options.

(h) to support the nomination at federal and local levels of loyal Black public figures to elective offices, to government agencies and the Court. This would promote the achievement of a twofold purpose:

first, it would be easier to control the activity of loyal black representatives within existing institutions;

second, the idea of an independent black political party now under discussion within black leadership circles would soon lose all support.

Now, remember, this NSCM was done in March of 1978 by the hand of the then National Security Advisor, Zbigniew Brezinski. Is it any matter that this same person selected Barak Obama while he was a law student in college, groomed him, trained him, and is de facto his “daddy” in world affairs? What is so hard to see here?

Now, the Brezinski protégé (Barak Obama) is the Commander in Chief of AFRICOM. And in case it got pass you, AFRICOM is acronym of the U.S. military take over of the ENTIRE continent of Africa (except Egypt). But then again, the U.S. Census Bureau decided years ago that Egypt wasn’t in Africa anyway (it is now in the Middle East according to them).

How is it that something of this magnitude was not mentioned in any of Obama’s speeches…not a word. Maybe it’s because he knew that if he said one word about AFRICOM that Black people would have said, “Wait a minute here…what are you trying to do man? Get us to vote you in so that you can be the one who carries out the Global 2000 program to eliminate 75% of the world’s non-white population?” (See NSCM/200)

Well, my people THAT’S exactly what has been done. And the most insulting part of it all is that the people who own Barak Obama (i.e., The Rothchilds, Oppenheimers, Schiffs, and other members of The Crown) have appointed chocolate-colored men (i.e., Barak Obama & General William “Kip” Ward, et al.) to carry this out. In this way, the Black people of the world (who don’t know better) cannot cry, “GENOCIDE AND RACISM.”


And of course, Secretary of State Hillary is the white “monitor” to make sure that the “negroes” do as they are told. (Just like back in the days when the slave oppressors would allow Black to gather for religious services; they couldn’t meet without a “monitor” to make sure that the negroes were behaving.) Just read her address before the Senate Committee and see how she outlined “Obama’s Africa Policy” at AFRICOM News.


In closing, I must say to those Black people who so eagerly praised and supported the program to elect Obama, I have to congratulate you for your commitment and support to the agenda of the system that owns Obama. I am happy that you are happy. You have done exactly what the powers that be wanted you to do. I know that you didn’t mean any harm. Just the idea of “a Black man” becoming the President of the United States made you stop thinking just long enough for them to implement their program with little or no resistance from the very people who are the children, grandchildren and great-grandchildren of Africa.

Last Sunday (before I knew about AFRICOM), I spoke about hegemony. Hegemony is “the dominance of one social group over another, such that the ruling group (i.e., AFRICOM) or hegemon acquires some degree of consent from the subordinate (i.e, Africa), as opposed to dominance purely by force. It is used broadly to mean any kind of dominance, and narrowly to refer to specifically cultural and non-military dominance, as opposed to the related notions of empire and suzerainty.

In international relations, a hegemon is a power that dictates the policies of all other powers in its vicinity, or one that is able to defeat any other power or combination of powers that it might be at war with.

Pertinent to the concept are the processes by which a dominant culture maintains its dominant position (i.e., the use of institutions to formalize power, the employment of a bureaucracy to make power seem abstract and, therefore, not attached to any one individual, the inculcation of the populace in the ideals of the hegemonic group through education, advertising, publication, etc., and the mobilization of a police force as well as military personnel to subdue opposition.”

As I was sharing this information with a person who thought that I was too calloused and insensitive about the “Obamamania” that we experienced a short while ago, she said to me, “Dr. Hagins, I just don’t believe that God would allow something like this to happen.” Well, let me be the first to tell you God didn’t let it happen…we did! Now, what are we going to do? Obama will carry out the Brezinsky agenda.

Imagine that… a Black man with the mind of Zibigniew Brezinsky.

Say No to Africom

This article appeared in the November 19, 2007 edition of The Nation.

With little scrutiny from Democrats in Congress and nary a whimper of protest from the liberal establishment, the United States will soon establish permanent military bases in sub-Saharan Africa. An alarming step forward in the militarization of the African continent, the US Africa Command (Africom) will oversee all US military and security interests throughout the region, excluding Egypt. Africom is set to launch by September 2008 and the Senate recently confirmed Gen. William "Kip" Ward as its first commander.

General Ward told the Senate Armed Services Committee that Africom would first seek "African solutions to African problems." His testimony made Africom sound like a magnanimous effort for the good of the African people. In truth Africom is a dangerous continuation of US military expansion around the globe. Such foreign-policy priorities, as well as the use of weapons of war to combat terrorist threats on the African continent, will not achieve national security. Africom will only inflame threats against the United States, make Africa even more dependent on external powers and delay responsible African solutions to continental security issues.

The US militarization of Africa is further rationalized by George W. Bush's claims that Africom "will enhance our efforts to bring peace and security to the people of Africa" and promote the "goals of development, health, education, democracy and economic growth." Yet the Bush Administration fails to mention that securing and controlling African wealth and natural resources is key to US trade interests, which face growing competition from China. Transnational corporations rely on Africa for petroleum, uranium and diamonds--to name some of the continent's bounty. West Africa currently provides 15 percent of crude oil imports to the United States, and that figure is expected to rise to 25 percent by 2015.

Policy-makers seem to have forgotten the legacy of US intervention in Africa. During the cold war, African nations were used as pawns in postcolonial proxy wars, an experience that had a devastating impact on African democracy, peace and development. In the past Washington has aided reactionary African factions that have carried out atrocities against civilians. An increased US military presence in Africa will likely follow this pattern of extracting resources while aiding factions in some of their bloodiest conflicts, thus further destabilizing the region.

Misguided unilateral US military policy to "bring peace and security to the people of Africa" has, in fact, led to inflamed local conflicts, destabilization of entire regions, billions of wasted dollars and the unnecessary deaths of US soldiers. The US bombing of Somalia in January--an attempt to eradicate alleged Islamic extremists in the Horn of Africa--resulted in the mass killing of civilians and the forced exodus of refugees into neighboring nations. What evidence suggests Africom will be an exception?

In contrast, Africa has demonstrated the capacity to stabilize volatile situations on its own. For example, in 1990 the Economic Community of West African States set up an armed Monitoring Group (Ecomog) in response to the civil war in Liberia. At their height, Ecomog forces in Liberia numbered 12,000, and it was these forces--not US or UN troops--that kept Liberia from disintegrating. In another mission, Ecomog forces were instrumental in repelling rebels from Sierra Leone's capital, Freetown.

There are a range of initiatives that can be taken by the US government and civil society to provide development and security assistance to Africa that do not include a US military presence. Foremost, policy toward Africa must be rooted in the principles of African self-determination and sovereignty. The legitimate and urgent development and security concerns of African countries cannot be fixed by dependence on the United States or any other foreign power. Instead of military strategies, African countries need immediate debt cancellation, fair trade policies and increased development assistance that respects indigenous approaches to building sustainable communities. Civil wars, genocide and terrorist threats can and must be confronted by a well-equipped African Union military command.

American policy-makers should be mindful that South Africa, whose citizens overthrew the US-supported apartheid regime, opposes Africom. In addition, Nigeria and the fourteen-nation Southern African Development Community resist Africom. These forces should be joined by other African governments and citizens around the world, to develop Africa's own strong, effective and timely security capacities. Progressive US-Africa policy organizations and related civil society groups have not been sufficiently organized to bring this critical issue before the people of the United States. It is urgent that we persuade progressive US legislators to stop the militarization of aid to Africa and to help ensure Africa's rise to responsible self-determination.

What was there to tell ??? AfriCom was in the media when it came on-line and it even has a website, so it was already "public information." The Command has a Black 4-star general commanding. His deputy is a State department official, and it is headquartered at Stuttgart, Germany for poltical reasons involving a U.S.presemce on the African continent. It has a politico-military mission, not strictly a military mission.
