      The Rise and Fall of Chattanooga's Black Middle Class

      The rise of the Black middle class in Chattanooga can be argued to have had a distinct emergence by 1911. Therefore, with the establishment of the discriminatory and corrupt commission form of government in 1911, we also witnessed the beginning of Chattanooga's Black middle class. In most instances in society the middle class is a positive move up the economic ladder. But in many Black communities the middle class is a euphemism for the advocates of Black on Black discrimination and the sell out of the Black community. Thus, in reality the Black middle class becomes Uncle Toms and contemporary SNiggers. Also let it be written that this system is self-destructive. We argue that this system is self destructive because it opposes the law of God and the democratic principles established by the founders of the Republic.

      For the record, middle class can be defined as "the people between those that are wealthy and the working class." For our analysis and for the sake of clarity the wealthy are White people that seek to control and manipulate Blacks for economic and political gain.

      Walter C. Robinson was appointed as the first Straw Boss of the Black community by the White power structure in 1928. Thus, Walter Robinson set precedents that have been passed down to contemporary times. These precedents involve corruption and the discrimination of those that do not bow down to the appointed Straw Boss and the people he works for.

      Robinson established an organization to carry out the wishes of the power structure and to serve his personal needs. The ranks of Black professionals were organized into "The Colored Voter's League of Chattanooga."It can be documented that the core of Black professionals' in 1928 were Black school teachers. There were other examples of Black professionals, for example doctors', ministers, and civil servants but most of the professionals were employed by the Chattanooga school system.

      Thus, in order to give Walter Robinson leverage and power over these people, Chattanooga's racist White power structure (the rich families on Lookout Mountain) gave Walter Robinson patronage power. As truant officer (yes that's right truant officer) with the Chattanooga school system Walter Robinson was given the power to hire and fire Black school teachers. Robinson's power base was further enhanced as the political boss of the fourth Ward which housed the bulk of the Black population.

      The Colored Voter's League established by Robinson was an organized political force. With the Fourth Ward being a significant Ward in local and national elections Robinson as a staunch Republican was a political power broker in the Black community. Walter Robinson set in motion the destruction of Black political and economic empowerment. He caused this reality because he conspired with the White power structure to buy and sell the Black vote. Also, as the publisher of the Chattanooga Observer he enlisted his newspaper to promote his self serving political goals. Meanwhile, he further established himself as the first significant Black traitor in ( A Ranking SNigger) Chattanooga and paved the way for a system bent on destruction.

      The system of control and manipulation set in place by Walter Robinson took on numerous aspects of immoral and abnormal behavior. This system set certain precedents for many Black female's who wanted professional jobs in Chattanooga. Teaching school was one of the major professional jobs for Black women. Often this system stipulated that Black women had to sleep with the Straw Boss are one of his henchmen to land a job. Many were passed around in a decadent and degenerate manner. But, the most self destructive aspect of this system is that many so-called Black professionals followed without question the immoral and corrupt policies of Walter Robinson. With the passing of Walter Robinson in 1968 a new Straw Boss was appointed.

      As the path of self destruction moved forward, John P. Franklin was chosen as the contemporary Black Straw Boss. (For the record Johnny "Safe Negro" Franklin took SNiggerism to a new level). With the advent of the Voting Rights's Act of 1965 the White power structure in Chattanooga and throughout America knew that they had to visibly include Blacks in political office. By this time the Straw Boss system had taken on measures of sophistication and sustained deception. Gone were the days when a "Nigger Straw Boss" could openly wield almost total power over the Black community.

      So with Franklin's selection as the heir to Walter Robinson and his rigged election to the Chattanooga City Commission at the start of the 70's decade a more deceptive system emerged. (Does Chattanooga still rig elections?) As the so-called elected Commissioner of Health and Education, Franklin continued the practice of sexual favors (in fact Franklin took this immoral behavior to a new level of degeneracy) for jobs than transcended all aspects of Black professional positions.

      In the process Franklin along with Black school administrators, turned the Chattanooga school system into a personal fiefdom of corruption, degradation, immorality and educational demise. Meanwhile, Black professionals followed the dim-witted and retarded behavior of Franklin and held him up as leader and spokesperson for the Black community. As this self destructive attitude unfolded Chattanooga has witnessed a consistent decline in population.
      The population of Chattanooga has especially declined in the Black community where there is a serious brain drain. ( For the record, check the census figures of 1960, 1970, 1980 and 1990). While most cities the size of Chattanooga in the South had an increase in population Chattanooga had a decrease in population. In sum Franklin and his gang of mediocre Uncle Toms waged a war on Black intellectuals because they would question the reign of terror he waged against the Black community. Those found with the intellect and skills to make the proper analysis were terminated from their jobs and ran out town. You either had to abide by the corrupt and immoral guidelines of the Straw Boss and his supporters or be economically lynched.
      Furthermore, as the self-destructive scenario unfolded, the decline of industry has placed service jobs in the forefront for those unemployed. But with a local school system that still produces students (graduates) that can barely read, many are lost and with no background to adapt to technical and computer knowledge that is the sign of times.

      So in 2001 even with the demise and passing of many legendary Uncle Toms the situation in Chattanooga for Black and poor people is bleak. Why does the Black community in Chattanooga have a history of following Uncle Toms and not question their crimes against the Black community?

      What would be the condition of Blacks in Chattanooga if they had a Black College? It can be argued that institutions of higher learning have brought a degree of positive change and development to cities, towns and communities. Concerning Black communities Black institutions of higher learning have had a great impact on intellectual growth. Intellectual growth is calculated as Black consciousness and the ability to identify racism and oppression and do something about it.

      But, Chattanooga has no Black College or institution of higher learning. Chattanooga once again presents a unique posture of isolation and Black under-development. The under-development of the mind is the most serious form of under-development. Because, if the mind is not developed, the people will perish. One must have knowledge to become self sufficient. The ignorant will always be dependent, weak and foolish. This foolhardy behavior will allow someone else to think for him or her. This person is often your enemy.

      For the record there are some historical accounts that Tennessee A&I State University wanted to be located in Chattanooga. Tennessee A&I State was founded in 1921 in Nashville, TN. During this period Chattanooga had changed city government to the unconstitutional commission form of government.

      Due to the ongoing effects of the corrupt and criminal commission form of government A&I State was not accepted in Chattanooga. The evidence reveals that the corruption and conspiracies of the commission form of government did not want Blacks in Chattanooga to have an institution of higher learning. Has there been an ongoing attempt in Chattanooga to keep the city backward?

      Meanwhile, in Nashville the establishment of A&I and Fisk University produced a Black middle class of intellectuals. The same can be said of Knoxville with the establishment of Knoxville College. Also Jackson, Tennessee which is much smaller than Chattanooga has produced Lane College, a credited four-year college. Chattanooga did record some attempt at a Black College. While White racists refused to allow Tenn. State University to be established in Chattanooga they did allow a Black so-called College called Zion.

      Zion Bible Institute was established in 1948. Zion opened under the supervision of Tennessee Temple. The first president was Lee Roberson the Pastor of Highland Park Baptist Church. Thus, the initial impact of Zion Bible Institute was an attempt by so-called White Christians to indoctrinate Blacks into a double standard of Christianity, one Black and one White. By the 60's decade Zion included Blacks in administration, they also appointed a Black president. Zion was renamed City College in 1964 and eventually merged with the University of Tennessee at Chattanooga in 1969. For the record the University of Tennessee at Chattanooga is one of the racist's Colleges in American History. Zion and the later City College never had over a handful of students or more than 100 at their highest enrollment. The low enrollment, lack of accreditation and minimal subject matter lessened the impact of Zion as a College.

      Thus, Zion had very little if any impact on Blacks in Chattanooga as a vehicle for advancement and intellectual growth. Even though the role of Black colleges can be questioned in some situations, Blacks over all fare better in communities where Black colleges exist. Therefore, even with the attempts to control the educational process for Blacks by both Blacks and Whites the Black middle class has not been totally duped and tricked. There is still hope for independent thinking and intellectual freedoms. In Chattanooga though with the absence of a Black College the Black middle class has suffered. So instead of a Black middle class dominated by scholars and intellectuals. Chattanooga's Black middle class has been lead by Uncle Toms and Traitors (SNiggers). These SNiggers, Uncle Toms and Traitors have been recruited by White people because they are not scholars and will not question racism and the oppression of their people.

      Meanwhile, the Black community continues to suffer because those that have been assigned leadership roles are unprepared, unqualified and mediocre thinkers. Knowledge is power. The old time Black leaders have been powerless because they have very little knowledge. The only thing they seem qualified to do, is something wrong and immoral. They excel at telling lies and selling the Black community out to racists White people. Since these charlatans and below average thinkers want to continue treachery against the Black community they foolhardily try to destroy intellectualism. The campaign of anti-intellectualism by Uncle Toms is a futile attempt bent on self destruction. How can a fool stop Truth and Knowledge? First a fool does not understand the impact of Knowledge and Truth. The New Millennium is vividly presenting the essence of the age of technology and Knowledge. The absence of a Black College in Chattanooga has placed Blacks in a vacuum. Don't become a fool by allowing a fool to think for you.

      The at-large machine in Chattanooga was a form of government that was corrupt and discriminatory. But many people in Chattanooga still do not know what the at-large system was. And even more people are unaware of how the at-large system worked, as it related to machine politics in Chattanooga. It is also true that various aspects of this corrupt system of government still exist.

      The at-large machine was not machine politics in a classic sense. Instead, in Chattanooga machine politics under the at-large system was not based on legitimate political organizing. For the record, the at-large machine was based on racism, economic exploitation and discrimination. The war of racism, economic exploitation and discrimination was against Blacks as well as Whites.

      A good example of how the at-large machine discriminated against Black and White voters in Chattanooga is noted during local elections. During the tenure of the at-large machine, all local elections were rigged. Thus, we did not have a legitimate local election during the time of the at-large machine.

      The at-large machine denied citizens in Chattanooga due political process in two primary ways. First the selection of candidates is controlled to the point that the election is virtually won before the election is held and/or before the voters actually vote.

      But, how are candidates selected? The people who control Chattanooga, the rich families that live on Lookout Mountain, etc, select candidates. When their selected candidates are faced with legitimate or independent opposition, that candidate is bought off or persuaded not to run for fear of losing his life and most definitely fear of losing his job.

      Many times in order to fool the voters in the Valley, the rich families on Lookout Mountain will pay someone to enter a race to present on the surface a legitimate opponent. When for all practical purposes, this person is used to split the vote and insure that their selected candidate wins. This is how they buy the election before the election.

      The practice of rigging and controlling elections in Hamilton County has over time, caused a great deal of apathy on the part of the voting population. This apathy has benefited the corrupt at-large machine.

      The endless list of inept and unqualified people that have served on the corrupt Chattanooga City Commission was a direct result of the apathy caused by controlled politics that have excluded citizen participation in the electoral process. Therefore, there were no legitimate political campaigns during the history of Chattanooga's at-large machine. In some cases, the voters were tricked to think legitimate political activity was taking place, but in reality the voters had very little to choose from.

      The second way citizens in Chattanooga have been denied due political process is with money. Who has the most money? The rich families on Lookout Mountain have most of the wealth in Chattanooga, thus having control of the economy in Chattanooga they have been able to control the political arena. The Black community has been directly controlled by money during elections. Black precinct chairpersons openly admit they support the candidate with the most money.

      Meanwhile, the rich families have already made their selections and rigged the elections. Thus, the voting population of Blacks and Whites only have a choice of hand-picked candidates are then paid to support the choice of the rich people on Lookout Mountain. No doubt the at-large machine is supported and funded by the rich families that have control over the economic and political arenas.

      Elected officials within Chattanooga City government are merely middle level managers who work for the economic power structure. This is why no member of the rich families will ever seek local political office. The reality is a mayor's job; a councilman or commissioner’s job is a step down. Historically the mayor has worked for the controlling White power structure people and not the citizens in Chattanooga that elected him to that post. Historically City Commissioners, County Commissioners and many of the new Councilpersons have also worked for the power structure.

      Hopefully, now with the change in government voters in Chattanooga Black and White will realize that they can now make a difference. Since the inception of the Council form of government there has been some change. But the old system and many of the anti democratic supporters are still active. A vote for anybody that has represented the old system is a vote against democracy. Clearly, the at-large machine was undemocratic, simply because it represented the interest of a select group of rich families on Lookout Mountain.

      It is for sure then if this analysis makes any sense, it stands to reason that the rich on the Mountains and their middle level managers would like to continue an undemocratic system. But the change to a new form of government gives poor and middle-income people a chance to exercise their voting rights. Don't' pass up this golden opportunity?
